Description:
The TCO Portfolio Senior Project Manager is responsible for managing implementation and change management projects run by the Transformation Change Office Portfolio. The TCO Portfolio Senior Project Management function will lead projects that encompass multiple functional processes related to the TCO Portfolio and Regional operations to achieve the goals of the TCO Portfolio initiatives. This role will focus on non-clinical/non-hospital settings and reports to the TCO Portfolio Manager.

Essential Responsibilities:
  • Driving Project Execution: Responsible for deliverable execution, portfolio level status delivery, and achieving deliverable finalization/sign-off. Defines the approach and oversees completion of project deliverables, working with resources from internal and external groups where there may be no direct reporting relationship. Defines the approach and oversees completion of project tasks by project team members, identifying and resolving any resource issues or concerns which arise. Coordinates project efforts across multiple project teams at both a high and detailed level.
  • Project Execution Tracking: Defines standardized project management approaches and methodologies for Project Manager and project teams to track deliverables and milestones. Coordinates with the Project Manager and teams to remain well-informed of approved deliverables and milestones.
  • Project Planning: Manages and coordinates project plans to define scope, schedule and budget to achieve quality outcomes as defined by Sponsors.
  • Status Reporting: Tracks project plan status for executive level reporting and project level reporting. Collaborates with functional area leads and SMEs to aggregate project status.
  • Risk Mitigation and Escalation: Identifies and tracks project issues and risks, taking action to resolve issues where possible, and proactively bringing forward escalations to Sponsors when necessary.
  • Dependency Management: Identifies and tracks project dependencies, taking action to notify impacted stakeholders and gain alignment where possible, and effectively escalating to Sponsors when necessary.
  • Basic Qualifications:
    Experience
  • Minimum ten (10) years of experience with large scale program & project management.
  • Education
  • Bachelor's degree or four (4) years of experience in a directly related field.
  • High School Diploma or General Education Development (GED) required.
  • License, Certification, Registration
  • N/A.

  • Additional Requirements:
  • Ability to drive projects and results independently.
  • Requires advanced knowledge of healthcare and care management spanning a variety of functional areas.
  • Must be able to work in a Labor/Management Partnership environment.
  • Must have proven analytical & problem-solving experience in a complex program management setting.
  • Experience working with and communicating with business leads and other project managers.
  • Ability to clearly and objectively communicate the status of a project in a status report.
  • Exceptional skills in planning, organization and priority management.
  • Understands all project life cycle phases and applies knowledge when managing projects.
  • Understands how to use change management processes and its impacts to resources, schedule, and scope.
  • Advanced-level computer application skills (e.g. Word, Excel, Project, Outlook, and PowerPoint).
  • Ability to facilitate project planning meetings to articulate project components and deliverables.
  • Experience in managing cross-functional collaboration, including negotiation and persuasion skills.

  • Preferred Qualifications:
  • Healthcare experience (in health plan or in provider setting) preferred.
  • Specialized certification preferred (e.g., PMP, Six Sigma, etc.).
  • Advanced coursework in project management principles and theory preferred.
