Consultant, Medicare Market Product Strategy

Facilitates, co-ordinates and performs duties related to strategic development and implementation for Medicare. Responsibilities include market analysis, competitive analysis, financial analysis, strategic planning and implementation that support the growth and margin goals of the organization. Position responsibilities include membership forecasting and variance analysis,  or product development and service area expansion as noted below.  In addition to basic consulting skills, this individual must have a very strong analytical background, and supports analytics in all areas, under the guidance of the Senior Consultant in the department.  Main consulting responsibilities would be product development, service area expansions, and project management.

Essential Responsibilities:

  • Contributes to the development and implementation of the strategic direction of a line of business that includes growth/retention, marketing, profitability, new product opportunities and distribution channels.
  • Designs, develops and executes line of business tactical work as appropriate.  Develops implementation plans and facilitates implementation of tactics that support strategic goals.  Participates in three-year market planning and strategy development that includes but is not limited to: rate- setting, bids, and benefit development.  Provides internal consulting service and facilitates decision-making for the development and implementation of products, benefits, growth/retention initiatives, and markets.  Supports analytical work in all areas of the department.
  • Remains current with market and competitive developments.  Provides post-implementation follow-up assessment and analysis for new markets.
  • Membership forecasting, and variance analysis position responsibilities include: Performs Medicare membership forecasting, variance analysis, and prepares related reports as needed. Develops leading indicator metrics as an early prediction of growth. Acts as a subject matter expert in understanding forecast modeling needs (point in time and trend) and producing membership and account growth forecasts and any other analytics, in support of key business and strategic initiatives. Serves as either the Plan Benefit Management and Implementation backup or the Product Development and Service Area Expansion backup.
  • Product development and service area expansion responsibilities include: Develops new products/benefits and implementation plans as needed. Facilitates implementation of new products. Recommends strategic direction for Medicare market expansion based on forecasts. Manages service area expansion projects. Takes initiative to complete market segmentation and perform related tactical tasks independently. Serves as either the Membership Forecasting and Variance Analysis backup or the Plan Benefit Management and Implementation backup.

  • Minimum five (5) years of progressive experience in project management, implementation, business strategy, and forecasting.

  • Bachelor's degree in economics, business, finance, marketing, health policy or related area required.

    Additional Requirements:

  • Knowledge of quantitative analytical methods, forecasting, variance analysis.
  • Strong communication skills, verbal and written.
  • Knowledge of managed care, indemnity insurance.
  • Computer proficiency with MS Access, PowerPoint and Excel required.
  • Thorough knowledge of market, competitive and economic data and resources.
  • Proven & influential writing skills.
  • Proven presentation skills, both oral & written.
  • Able to identify and creatively apply new resources & tools.
  • Full knowledge and broad application of principles, theories, and concepts in applicable discipline, plus working knowledge of other
  • related fields.
  • Highly-skilled in ability to manipulate and data analysis and management systems, such as MS excel and Access.
  • Thorough knowledge of policies, practices and systems.
  • Regularly contributes to the development of new concepts, techniques, and standards.
  • Considered functional expert in field within KP.
  • Frequently contributes to the development of new theories and methods.
  • Employs expertise as a generalist or specialist.

    Preferred Qualifications:

  • Medicare experience helpful.
  • Knowledge of competitive health insurance marketplace and health insurance industry.

  • Master's degree in economics, business, finance, marketing, health policy or related area preferred.
