Description: Provides leadership, effective operational management of the operations & clinical oversight of Emergency Psychiatric Services. Emergency Psychiatric Services. Provides 24/7 face-to-face assessment & crisis intervention within Northwest region emergencydepartments & telephone emergency psychiatric services.

Essential Functions:
  • Administrative: Effectively manage operations for 24/7 face-to-face emergency psychiatric services & telephone crisis line for regional Kaiser Permanente members. Assume accountability for scheduling & maintaining 24/7 crisis intervention staffing to meet patient demand & flow. Develop operational & clinical protocols & procedures unique to emergent mental health w/in hospital emergency setting & for telephone crisis triage & intervention. Participate in region & department wide planning of special programs on an ad hoc basis when approved by regional or department managers. Work w/ Information Technical support to monitor & ensure operation of 24/7 crisis telephone system. Manage contract relationships w/ Emergency Psych Services.
  • Clinical: Oversee provision of, & develops clinical services provided by Emergency Psychiatric Services in partnership w/ Medical Director; provides direct clinical supervision for clinicians; maintain current knowledge of best practices in emergency psychiatric assessment & crisis intervention. Provide consultation regarding clinical care to intra-& interdepartmental colleagues. Provide high quality clinical services to members in mental health emergencies. Document in writing all care in patient's permanent medical record in accordance w/ accepted medical/legal standards. Provide all care w/ regional, departmental & professional standards of care, including clinical supervision.
  • Personnel Management: Assume supervisory responsibility of the Emergency Psychiatric Services Team. This includes participation in hiring, direct supervision of MH clinicians, oversight of clinical work, appraisal of staff performance, resolution of team problems, scheduling of clinicians to provide 24/7 coverage, & orientation of & development of training plans for new EPS clinician. Utilize Human Resource corrective action process if clinician' behavior falls below regional, departmental, or professional standards of practice.
  • Quality Assessment, Improvement & Utilization Management: Co-chair unit-based team in rapid improvement work in patient focused, high quality, excellent service, & affordable care. Track patient care information as required by regulatory agencies & assist hospital QM in auditing & documentation & reporting as it relates to Involuntary treatment, pt transfers & Seclusion & Restraint episodes. Track & analyze volume statistics & staff referral patterns & report to Mental Health dept & hospital administration for program needs. Maintain current knowledge of federal, state, local & hospital regulatory requirements & clinical standards that relate to detaining, secluding/restraining, transporting mental health patients, & management of aggressive behavior. Assist site managers in developing policies & implementing procedures consistent w/ these requirements; maintaining compliance & preparedness
    for state & accreditation site reviews; & assist w/ review process.
  • Liaison: Works collaboratively w/ ED managers & physicians to achieve patient care goals. Collaborate w/ ED educator to provide educational in services to Emergency Dept clinical staff regarding appropriate clinical treatment of Kaiser Members w/ mental health problems. Work w/ hospital physicians & staff to address local clinical concerns.

  • Basic Qualifications:
    Experience
  • Minimum five (5) years of clinical experience and two (2) years of supervision of professional staff.
    Education
  • Master's degree in mental health related field. MSW, MA.
    License, Certification, Registration
  • Licensed Clinical Social Work LCSW, Licensed Professional Counselor LPC, or Licensed Psychologist.

    Additional Requirements:
  • Crisis intervention skills.
  • Mental health assessment and treatment as well as major Mental Health therapeutic modalities.
  • Evidence-based practices in treatment of mental health conditions.
  • Professional ethical standards.
  • Computer literacy, Microsoft Office word processing and excel spreadsheets.
  • Excellent communication skills.
  • Requires frequent driving between two hospital settings.

    Preferred Qualifications:
  • Minimum five (5) years of experience and two (2) years of supervision of professional staff.
  • Minimum two (2) years of program management field.
  • May also include doctoral degree in mental health related field. PhD, PsyD.
  • Mental health assessment and crisis intervention as well as major Mental Health therapeutic modalities.
  • Integrated medical and mental health care of patients.
  • Clinical supervision.
  • Managed care principles and practices in delivery.
  • Organizational development, quality management technology, and continuous quality improvement methods,
  • Professional standards regarding confidentiality and ethical behavior.
  • Federal, state, local, hospital regulatory rules/requirements for detaining, secluding/restraining and transferring mental health patients.
  • De-escalation and management of aggressive behavior.
  • Assess and diagnose diverse clinical population.
  • Provide direct clinical evaluation, crisis intervention utilizing various modalities of treatment.
  • Communicate, problem-solve, make decisions, plan changes effectively and conflict-resolution.
  • Work toward the resolution of conflicts between staff, programs, involved in the treatment of emergent mental health patients.
  • Identify and respond to changes in regulations, policies and procedures which can impact the patient/client.
  • Defuse potentially violent or aggressive situations.
  • Demonstrate leadership ability, supervision and team building.
