The Director of Behavioral Health Service Line Operations provides oversight of all Behavioral Health services with accountability for ensuring consistency of service delivery and treatment programs across the Mid-Atlantic region, with a focus on access, quality, service, and affordability. Under the direction of the Regional Director of Behavioral Health and in collaboration with the Associate Medical Director of Behavioral Health, the Director of Behavioral Health Service Line Operations has operational accountability of Mental Health and Chemical Dependency services along the care continuum. The BH Managers across KP Mid-Atlantic report to this position.
This position consistently supports compliance and the Principles of Responsibility (Kaiser Permanentes Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanentes policies and procedures. In addition, Regional leaders are accountable for communication, implementation, enforcement, monitoring and oversight of compliance policies and practices in their departments.
- Lead a team of managers who are responsible for the daily operation of behavioral health services throughout the region.
- Supervises the Behavioral Health Managers in the KP Mid-Atlantic region. Manages and oversees the BH managers on matter related to staffing scheduled, personnel issues, labor issues, etc. May supervise other BH staff engaged in the delivery of Behavioral Health Services.
- Plans, facilitates, and executes the BH Operations meetings to ensure that all managers are working in accordance with the departments operational plan, targets, initiatives and deliverables.
- Standardize workflows across the region and reduce service area variation.
- Ensure department provides timely access, high quality services as measured by HEDIS, and excellent service as measured by MPS. Develops action plans and coaches managers to implement workflows that meet or exceed identified targets.
- Develops and implements innovative programs and workflows, policies, practices and/or guidelines in order to meet and/or exceed quality, access, patient/staff safety and efficiency targets and goals. Leads managers in implementation efforts.
- Ensures that high quality, efficient, medically appropriate treatment programs that are evidenced-based are developed and delivered throughout the region.
- Analyze data and prepare data driven written and oral updates to BH managers and staff, HP and or MAPMG leadership or other stakeholders.
- Prepare and deliver presentations to senior HP and/or MAPMG leadership or other stake holders, as assigned for Behavioral Health in KPMAS
- Achieve/maintain compliance with all accreditation, licensing, and regulatory requirements.
- Travel to all Behavioral Health locations monthly, or as often as needed.
- Attends administrative meetings across the region to support the BH Managers and staff. Encourages the sharing of best practices and consistency in programming.
- Develop strong diagnostically responsive and preventive programming that addresses patient needs at the outpatient level of care.
- Develop, implement and maintain the BH QI Work Plan.
- Works with the BH leadership team to ensure that the department is adhering to and meeting NCQA quality and service standards and requirements.
- Identifies resource needs and recruits staff appropriately.
- Maintains current knowledge of applicable federal and state regulations or laws and monitors changes to ensure organizational adaptation and compliance.
- Ensures optimal patient care that is in compliance with federal, state, local departments.
- Act as regional representative for Behavioral Health Management team in the KP Mid-Atlantic.
- Collaborates with Service Area HP and MAPMG Leadership to assist and promote integration of care initiatives in the area and support staff to drive to performance.
- Is responsible to managing to annual non-payroll and payroll budgets. Creates action plans for areas not meeting target.
- Manage internal and external relationships critical to achieving the effective delivery of care across department.
- Represent KPMAS and participate in inter-regional workgroups.
- Serves at Behavioral Health subject matter expert.
- Minimum five (5) years of experience in health care setting and three (3) years in a behavioral health setting.
- Masters Degree in psychology, or social work, or education, or nursing/advanced practice nurse, or PhD Psychologist, or Masters degree in business administration, or Masters degree in health administration, or healtcare leadership required.

- Previous management experience is required.
- Must be able to work in Labor/Management Partnership environment.
- Experience analyzing and interpreting data and ability to create reports strongly preferred
- Experience building power point presentations, preparing and giving presentations to senior leadership strongly preferred
- Experience working within an integrated medical system preferred
- Experience collaborating with physicians (all specialties) preferred
- Training in evidenced-based treatment approaches preferred.
- A broad range of clinical experience is preferred, including but not limited to experience working with child, adolescent, and adult populations with mental health and substance use disorders.
- Experience in Lean Six Sigma, Green Belt or similar preferred.
- Experience managing managers.
