The Building & Grounds Supervisor II is primarily responsible for planning, coordinating and supervising building, equipment and grounds maintenance operations for all buildings owned or leased by the hospital and may also provide technical guidance and assistance for projects at any Maui Region facility. Duties include scheduling work assignments; determining priority of work repairs; developing and managing the work performance standards; meeting the Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), National Electrician Codes (NEC), Environmental Protection Agency (NPA) and other governing agency requirements/standards; developing and managing the work performance standards for the building maintenance workers, and building and grounds utility workers. Supervises assigned staff.



Essential Responsibilities:

Maintenance Duties

Plans, coordinates, and supervises the repair and maintenance of buildings, equipment, and grounds.

  • Schedules work assignments.

  • Determines priority of repair work.

  • Estimates cost, labor, material and equipment needs for repair and maintenance of projects.

  • Requisitions materials, supplies, tools and equipment.

  • Supervises and educates the work of employees engaged in a variety of maintenance and repair  activities.

  • Plans short and long range operational and maintenance programs.

  • Inspects buildings, grounds and equipment.

  • Prepares sketches and plans, read and interpret plans and specifications for remodeling or new  installation of additions to building upon the approval and instructions of the supervisor.

  • Administrative/Supervisory Duties

  • Participates in the interview and selection process for employees, and may chair the interview  and selection panel.

  • Reviews, coordinates, and participates in the orientation and on-the-job training and continuing  maintenance training for staff.

  • Develops and manages standards of performance and evaluates maintenance personnel on job  performance appraisal.

  • Investigates major complaints, expressions of dissatisfaction, incidents and accidents, formulates  solutions to current problems and minimizes future occurrences.

  • Assist with the departmental budget.

  • Enforces all code and safety requirements in the performance of the various trade skills as  required under hospital policy and other governing agencies.

  • Develops, prepares, and maintains the Environment of Care the Life/Fire Safety Management  Plan, Utility Management Plan, and the Hazmat Management Plan with oversight by the  Institution Facilities Superintendent II and Hospital Environment of Care/Safety Officer.

  • Provides consultative services as needed and as liaison relating to regional safety issues.

  • Maintains a line of positive communication, promotes teamwork, and supports the management  team by promoting professional collaboration at all levels.

  • Adheres to safety/infection control polices and procedures.

  • Encourage professional growth and development of staff and provide for and may participate in  department in-services.

  • Promote good employee relations and interdepartmental cooperation.

  • Conducts/participates in  departmental meetings and committees to promote professional practice; problem solving, and  promote changes.

  • Keeps abreast of current concepts and research in relation to the maintenance of the facility.

  • Follows, implements and enforces MMMC, HHSC, TJC and other governing agency polices and  procedures with patients, employees and visitors.

  • Authorizes time off and overtime for employees.

  • Maintains the strictest confidentiality of all facility and facility related patient/employee  information.

  • Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate.

  • Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.

  • Basic Qualifications:

    Experience

  • Minimum one (1) year of journeyman level skilled trades or crafts experience in construction or maintenance projects which demonstrates that the applicant has a good working knowledge of the practices, tools, equipment and materials used in the carpentry, plumbing, electrical and painting trades; plumbing and electrical equipment; applicable building and sanitary regulations including electrical and plumbing codes; occupational hazards; safety practices and procedures; and the ability to plan, lay out and direct the work of others; determine need for building and equipment repairs; use hand and power tools utilized in a variety of building trades; install plumbing and electrical fixtures; read and interpret blueprints and sketches; estimate time and material needed to perform a job; make mechanical repairs to plumbing and electrical equipment; keep appropriate records; prepare reports; give and follow oral and written directions; and maintain good working relationships with others. In order to be qualifying, the experience must have been comparable or higher to the fully independent worker or journeyman level in the building and construction trades. Apprenticeship, helper or laborer level experience does not qualify.

  • Minimum one (1) year of experience supervising skilled trades or crafts workers in construction or maintenance projects. The work must have included such duties and responsibilities as (1) planning and directing their work; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing new employees. The experience must demonstrate that the applicant has a good knowledge of the principles, practices and techniques of effective supervision.

  • Additional Requirements:

  • Knowledge of practices, tools, equipment, and materials used in the carpentry, plumbing, electrical and painting trades; plumbing and electrical equipment; applicable building and sanitary regulations including electrical and plumbing codes; occupational hazards; safety practices and procedures; principles and practices of supervision.

  • Knowledge of refrigeration and air-condition units as well as kitchen equipment.

  • Ability to conduct oneself appropriately in professional environment. The employee must be able to initiate and maintain working relationships with staff, administration, nursing and other units and agencies affiliated with the hospital. Communicates effectively both verbally and in writing. The employee is expected to have knowledge of computer use and is able to learn the use of Microsoft Word, Excel and Access.
