Emergency Management Coordinator

Description: Implements & maintains emergency preparedness, disaster response, & disaster recovery/business contingency plans in a cost effective manner. Coordinates emergency management activities for assigned medical centers' organizational structure & implements National Bioterrorism Hospital Preparedness Program's (NBHPP) grant requirements.

Essential Functions:
  • Builds & maintains a framework for cost-effective disaster preparedness & emergency response for assigned medical centers.
  • Works w/ department managers in developing & maintaining response & recovery plans & procedures to minimize operational disruptions & financial impacts of emergencies & disasters.
  • Leads the implementation of the facility's written disaster plan.
  • Maintains the facility's written disaster plan.
  • Leads efforts to develop procedures to ensure effective multi-hazard disaster response.
  • This effort includes review of the facility hazard vulnerability analysis (HVA), surge planning, facility evacuation, pandemic influenza, natural disasters, & chemical, biological, & nuclear events.
  • Ensures National Incident Management System (NIMS) compliance requirements for healthcare entities are integrated into all emergency management activities.
  • Implements & maintains medical center readiness (Emergency Operations Center resources & facility emergency management structures & systems) to respond appropriately (timely & effective) to major disaster events.
  • Recommends & supports implementation of contingency planning solutions.
  • Plans & coordinates disaster drills & exercises including a minimum of one decontamination drill/exercise annually.
  • Maintains all exercise records.
  • Completes after action reports & facility improvement plans using TJC & current Federal Department of Homeland Security requirements.
  • Submits all after action reports to the EMS Agency as required.
  • Ensures that post-exercise suggestions & improvement plans are integrated into the exercise & disaster preparedness programs for the facility.
  • Designs & presents education/ training programs & resource materials for medical center staff employees & physicians in all areas of disaster preparedness & emergency response.
  • Develops & oversees implementation of an Emergency Communication System & provides training to ensure readiness & maintenance of system.
  • Acts as liaison to community organizations, local & state government as well as Kaiser Permanente National & Regional Offices in areas of disaster preparedness.
  • Participates in readiness activities for the facility Emergency Operation Center (EOC)/Comm& Center capability.
  • Ensures that all facility EOC staff is trained in NIMS, HICS, & other disaster relevant training on a regular basis.
  • Maintains training records.
  • Implements all National Bioterrorism Hospital Preparedness Program (NBHPP) grant requirements in assigned facilities.
  • Maintains disaster equipment & supplies in a clean, secure location & ensures that all disaster resources are easily accessible & available for rapid deployment following a disaster.
  • Maintains grant documentation, staff rosters & team training records, & ensures that documentation is complete & available for review.
  • Develops & maintains a trained & prepared hospital decontamination team.
  • Attend DRC umbrella meetings.
  • Liaison w/ the EMS Agency, area clinics, local fire & police, & other outside agencies likely to have either a response or support role to the facility following a disaster.
  • Coordinate the facility's participation in the yearly State/County disaster exercise.
  • Performs other duties as assigned.

  • Basic Qualifications:
  • Minimum two (2) years of experience in an emergency management, emergency planner, business continuity planning, or environmental health&safety related field contributing to the development, implementation, and maintenance of a complex organizational emergency management system.
  • Bachelor's degree required, OR four (4) years of experience in a directly related field OR professional certification.
  • High School Diploma or General Education Development (GED) required.

    Additional Requirements:
  • Extensive knowledge of all phases of disaster mitigation (preparedness, response, and recovery) and principles of emergency management (planning and development).
  • Strong analytical, organizational, and communication skills.
  • Must be able to work in a Labor/Management Partnership environment.

    Preferred Qualifications:
  • Experience developing training programs and performing training preferred.
  • Certification in emergency preparedness planning and management, certification in disaster recovery/business continuity, or environmental health&safety preferred.
  • Demonstrated skills in hazard vulnerability analysis (HVA) and business continuity planning methodology preferred.

  • Be able to work in a Labor Management Partnership environment
  • Leads efforts to develop procedures to ensure effective multi-hazard disaster response, including highly infectious disease hazards
  • Recommends and supports implementation of contingency planning solutions.
  • Plans and coordinates disaster drills and exercises including a minimum of one decontamination drill/exercise annually.
  • Designs and presents education and training programs and resources materials for medical center staff employees and physicians in all areas of disaster preparedness and emergency response.
  • Maintains disaster equipment and supplies in a clean secure location and ensures all disaster resources are easily accessible and available for rapid deployment following disaster or disaster exercises.
