National Facilities Services (NFS) manages the design, construction and maintenance of a significant portfolio of large and small-scale projects/buildings.
The Centralized Payment Application Center, otherwise known as PAC, is responsible for processing and paying requests for reimbursement by General Contractors (and Diversity Subcontractors) for effort performed on behalf of Kaiser Permanente within the context of the Contract and NFS Policies and Procedures. PAC members are an essential component of the Project Team, Project Finance Team, and Contracts. The PAC team uses collaboration including partnering with the Project Manager by participating, at the start of a new job, in an initial project kick-off meeting, attending monthly pencil draw (billing) meetings in joint effort with the PM to ensure payment applications are received on time, for the proper amount, and are within the contract terms and conditions. This, in effort, to ensure timely payments are made to the General Contractor and Subcontractors alike. PAC members, in joint efforts with the Project Finance Team, coordinate and collaboration with each other starting with contract award and through project closeout, month-end project accruals, and notification of payment application status.
The primary responsibility for this position is to assume full responsibility to manage assigned project-s payment application processes from Pre-Construction to Construction closeout. Manage the upfront elements of the project to ensure a common understanding of payment application submittal requirements, the required submittal timing and major components of a submittal such that the review can be completed with comments submitted within 7 days and payments processed within 30 days as stated in the contract.
The ability to manage and influence the outcome of payments on multiple projects, set priorities, meet required deadlines and clearly communicate, timely, status on assigned projects is a primary function of this position.
Essential Functions:
  • Primary focus for the Financial Analyst position is to activity and proactively collect applications for payment (including required supporting documentation) in a timely manner, review the payment application according to the current NFS policies and procedures, and pay the General Contractors /Diversity Subcontractors within the 30 days as outlined in contract master agreement.
  • Ensure that payment applications are processed through the project management e-Builder system.
  • Attain a thorough understanding of each master contract for assigned project (SCP or IPD); including an extensive understanding of what is included/excluded in Fee, General Conditions, General Requirements, and Cost of Work.
  • Obtain a thorough working knowledge of the E-Builder project management system and train, obtain training as necessary, from the Sr. Financial Analyst how to navigate through e-Builder such that payment applications are submitted by the desired submittal dates
  • Confirm through review of the payment application and supporting documentation that the request for reimbursement is on the proper form (SOV) with the proper supporting documentation and is within the contract terms (scope, schedule, budget), work with the SFA to resolve timely any identified issues.
  • Resolve issues related to the payment application before payment or document issues identified within the -unresolved guideline- and ensure resolution before a subsequent payment application; reach out to SFA for guidance as issue arise.
  • Ensure payment application invoices are submitted through e-builder, supporting documentation is for an approved payment application and proper retention % is being withheld.
  • Ensure payment application is reviewed timely, comments are returned to the General Contractor within contract timelines, invoices were processed accurately, and payments are processed timely.
  • Update the -Payment Application Log all the way through payment. Ensure manager is aware of any payment issues early to resolve before it becomes an issue with the Project Team.
  • Establish a professional and collaborative environment with the General Contractor and the Project Team to ensure potential issues are identified up front and resolved timely to avoid conflict or the perception of a conflict.
  • Exercise considerable judgment to make decisions for less defined & complex issues.
  • Contribute to the achievement of the department-s objectives.

  • Basic Qualifications:
  • Minimum two (2) years of financial or project controls experience.
  • Bachelor's degree in accounting, finance, business or other related construction management discipline, OR four (4) years of experience in a directly related field.
  • High School Diploma or General Education Development (GED) required.

  • Frequent use and general knowledge of industry practices, techniques, and standards.
  • General application of concepts and principles.
  • Full use and application of standard principles, theories, concepts, and techniques.
  • Basic to intermediate level in computer skills including but not limited to Microsoft Office, email, etc.
  • Must be able to work in a Labor/Management Partnership environment.

    Preferred Qualifications:
  • Minimum two (2) years in a financial analysis and/or accounting role in architectural, design, contracting, project management or construction environment.
