Risk Finance Manager, Corporate Risk Management

The Risk Finance Manager reports to the Director, Corporate Risk Management (CRM) in the Treasury department and is responsible for managing the finance/accounting functions which support risk financing programs covering property and casualty operational risks. Risk financing activities include structures which enable Kaiser to self-insure or transfer risk to commercial insurers, reinsurers and various alternative risk financing facilities.
Position is responsible for producing annual operating expense and balance sheet budgets, forecasts, and proforma financial statements for commercial insurance programs and three captive insurance subsidiaries. Oversees production of timely, accurate financial records including monthly financial statements, operational processing of financial and accounting related transactions, reconciling transaction activity, financial modeling and analysis, intercompany transactions and providing succinct management reporting. Development and use of various financial and non-financial models to forecast projected expenses and allocate costs based on insurance coverages and risk exposures.
Communicates, consults and provides direction to various regional and business units on all aspects of financial and accounting transactions. Regularly interfaces with numerous internal and external parties including national, regional and business unit accounting groups, various finance departments and functions including FP&A, tax department, audit department, actuaries, treasury department, captive insurance managers, commercial insurance brokers and various third-party administrators. Works with internal and external partners to assure accurate claims payment and claims reconciliation activity, and appropriate financial statement entries.
Essential Functions:
Financial statement analysis
Prepare financial presentations to management and various governance committees
Ensures accurate and logical risk-based commercial insurance allocations to organizational entities considering numerous types of relevant exposure characteristics.
Assures accurate and timely financial reporting
Provides financial tracking of the captive investments ensuring reasonable rates of return and investing compliance as deemed by State/DOI regulatory bodies and parental direction.
Ensures adequacy of collateral obligations are in place such as surety arrangements and letters of credit
Oversees self-insurance and commercial insurance claims payment accounting, processing and reconciliation
Manages the financial analysis, evaluation, integrity, tracking and reporting of major patient safety investment initiatives funded by the captive which reduce organizational risk exposures.
Oversees accounting/finance responsibilities for alternative risk financings programs such as Owner Controlled Insurance Programs for large construction projects
Prepares agendas and reports for required captive governance activities, e.g. organization of board of directors- meetings, ensuring appropriate policies and procedures are in place, adherence to regulatory requirements, inter-company agreements and management service agreements are in place
Support compliance with corporate governance standards of the Sarbanes-Oxley Act.  Implement, and oversee internal and external financial controls, policies and procedures aimed at protecting the corporation and captive subsidiaries.
Required Competencies:
Highly developed knowledge of finance theories such as present values theory/cash flow analysis and accounting principles
Ability to work independently while maintaining a positive relationship with team members - self-directed performer within the bounds of the team environment
Perform under pressure in a multi-level environment - tact and diplomacy in dealing with all levels of staff and management in seeking to accomplish departmental objectives
Multi-tasking and prioritization key factors in successfully achieving departmental goals
Must be able to interact with three managers and a variety of KP departments.
Staff management and development experience and ability to influence others
Minimum Requirements:
Bachelor-s degree in related field or equivalent combination of education and work experience. Master's Degree in related field or MBA highly preferred
7+ years of experience in Accounting, Finance, Treasury or related experience required
Management level experience is required with exceptional people and team building skills
Understanding and experience with Generally Accepted Accounting Principles. CPA highly desirable
Knowledge of risk financing, commercial insurance and actuarial concepts highly desirable
CPCU, ARM or ACI designation highly desirable

Basic Qualifications:


- Minimum five (5) years of Treasury or related business experience.

- Minimum three (3) years of supervisory or managerial responsibilities.


- Bachelor's degree in finance/accounting, OR four (4) years of experience in a directly related field.

- High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Additional Requirements:

- Requires comprehensive knowledge of at least one of the Treasury functions (Cash Management, Debt, Investments, Insurance) and advanced knowledge of multiple related functions.

- GAAP accounting knowledge and plus.

- Excellent oral and written skills.

- Ability to manage multiple conflicting projects effectively.

- Superior analytical skills.

- Microsoft Office (Excel, Word, PowerPoint and Access).

- Must be able to work in a Labor/Management Partnership environment.


Preferred Qualifications:

- Master's Degree in related field or MBA highly preferred.

- Minimum seven (7) years of experience in Accounting, Finance, Treasury or related experience.      

- Management level experience is required with exceptional people and team building skills.

- Understanding and experience with Generally Accepted Accounting Principles.

- CPA highly desirable.

- Knowledge of risk financing, commercial insurance and actuarial concepts highly desirable.     

- CPCU, ARM or ACI designation highly desirable.

- Health care industry experience a plus.

- Though not required, depending on the position, one of the following preferred:

- Certified Treasury Professional (CTP).

- Certified Financial Analyst (CFA).    

- Various insurance or actuarial certification.
