This position resides within the HR Controller Group and will provide strategic SOX and internal controls support to the HR Senior Leadership Team. The incumbent will continually assess Human Resources, Retirement Benefits and Payroll internal control design and sustainability in an increasing complex environment. As a member of a shared service Controller Group, the incumbent will work closely with leadership in all regions and HR operational partners to evaluate risk, report and remediate known control deficiencies, and support internal and external audits.


Essential Functions:
- Works closely with the SOX-PMO and HR Controller to continually assess control design and sustainability in the Human Resources, Retirement Benefits and Payroll megas, including design assessment, operational assessment, remediation, and certification.

- Develops human performance systems to support organizational adoption across the program, including annual performance goals. 

- Directs a team of SOX and data analysts with a range of job responsibilities - HR Financial Risk Management - including SOX mega support (e.g., conducting walkthroughs, facilitating audit testing) and control ownership (e.g., complex data reconciliation controls owned by Finance).

- Works closely with Finance and HR Functional partners nationally to identify, design and execute change, communication and training programs for their respective regions and organizations on adopting and sustaining SOX compliant controls and process.
- Collaborates with Regional Controllers and Operational Leaders to standardize and automate processes, thereby mitigating risk and contributing to our affordability agenda.  

- Ensures new HR/Payroll system implementations and enhancements are SOX compliant in advance of go live.

- Assesses new entities for compliance with SOX and partners with the Region / Business Unit to integrate into shared service controls, including evaluation of precision levels. 

- As needs arise within the business based on risk and/or savings, assign team resources to conduct ad hoc process reviews. 

- Development of a viable path to execute any given project. This requires an appreciation of the importance of organization structure and the ability to perform a thorough analysis and develop an understanding of current organizational priorities so as to be able to structure and align projects optimally.

- Developing consensus around priorities. This requires the capacity to facilitate diverse groups with diverse interests and priorities towards a common goal.

- Develop the HR Financial Team Management team, both with respect to their current job roles (e.g., cross-training, access to technology, etc.) and their long-term career goals. 

Basic Qualifications:

Experience

  • Minimum five (5) years of experience in communications, change management and project management in a multi-service provider setting.

  • Education

  • Bachelor's degree in accounting, finance, business, health care or public administration.

  • License, Certification, Registration

  • Additional Requirements:

  • - Expertise in leading large-scale change initiatives in a complex, cross-functional organization.
    - Expertise in strategic change leadership and communication practices and methodologies.
    - Working knowledge of shared financial service center models and their implementation.
    - Demonstrated analytical and presentation skills.
    - Strong verbal and written communication skills, demonstrated leadership qualities, broad understanding of the accounting and Sarbanes-Oxley related literature and pronouncements.
    - Team player, change agent.



  • Preferred Qualifications:

  • Minimum seven (7) years of experience in HMO industry preferred.

  • Master's degree preferred.

  • CPA/CMA also preferred.
