Sr Public Advocacy Advisor

Description: Responsible for implementing and coordinating government relations and advocacy initiatives that enhance the organization's relations with the community, the public, governmental and regulatory authorities and employees. In collaboration with colleagues in Program Offices Government Relations, Regional Government Relations, Public Affairs leaders and Program Offices Communications, provides public affairs coordination to Kaiser Permanente public policy activities in local, state and federal legislative, regulatory and administrative arenas. Directly responsible for contributing to strategic planning efforts and tactics, including but not limited to grassroots advocacy, stakeholder relationships, and initiative development and implementation, to facilitate communication of those positions to external legislative and regulatory policy makers.


Essential Responsibilities:
  • Working closely with leaders and subject matter experts, the Manager facilitates the identification of priority stakeholders, makes recommendations, and assists in developing and maintaining relationships with third-party organizations. Works across internal executive audiences to develop the tools, processes, and tracking that can focus and maximize influencer relationships.
  • Supports the development and implementation of advocacy strategies to advance Kaiser Permanente positions on public policy issues that further Kaiser Permanente's strategic goals.
  • Monitors and informs internal key contacts regarding changes in the external environment that affect the organization's ability to advance its public policy objectives.
  • Represents Kaiser Permanente's policy positions to government relations staff of other health systems, business organizations, and trade associations.
  • Contributes to the development of strategic messages and policy positions in response to inquiries.
  • Develops and implements ongoing programs of interaction with targeted policy makers that educate them on KP's model, specific programs that benefit their constituencies, and the role KP plays in their community.
  • Develops a stakeholder management program consisting of tools, processes, and tracking that can facilitate Kaiser Permanente leader and subject matter expert strategic relationships with influencer organizations.
  • Writes and edits Government Relations -reports, presentations and position papers for internal and external audiences.


  • Basic Qualifications:
    Experience
  • Minimum of five (5) years combined experience in media relations and government relations, legislative or policy, and a minimum of two (2) years experience working with elected officials, staff and governmental agencies, and a minimum of two (2) years experience with media relations and communications campaigns; OR a minimum of ten (10) years communications or marketing experience required. Education

  • Bachelor's degree in public health, political science, social welfare, government operations, communications or related field required. License, Certification, Registration

    Additional Requirements:

  • Experience with effective grassroots or grasstops advocacy programs and/or stakeholder management programs.
  • Demonstrated ability to work in community and civic affairs.
  • Effective teaching/training skills to develop others in advocacy work.
  • Demonstrated expertise in the creation, execution and evaluation of public policy initiatives, legislative advocacy, political crisis issue management, key stakeholder management and coalition building.
  • Excellent interpersonal and client service skills with the ability to develop effective and collaborative relationships with individuals who represent a broad range of constituencies, priorities, etc.
  • In-depth knowledge of legislative and health care policy arenas.
  • Extensive knowledge and skills in interpersonal relations, teamwork, oral and written communications, facilitation, customer service, problem solving, influence negotiation and presentation.
  • Must be able to work in a Labor Management Partnership environment.
  • Demonstrated program management skills.

    Preferred Qualifications:

  • Minimum two (2) years of experience managing political campaigns.
  • Minimum two (2) years of experience working with elected officials, staff and governmental agencies. California experience.
  • A combination of state and federal policy experience.
  • Public relations agency experience.
  • Expertise in health care issues.
  • Extensive knowledge of state and federal legislative and political processes.
  • Knowledge of local, state and federal governmental agencies, and their processes and policies that affect the health care community.
  • Experience with Microsoft Office and familiarity with customer relationship management (CRM), voterfiles, or other types of stakeholder databases.
  • Experience managing an organizational stakeholder management program.

  • Master's degree in public health, political science, social welfare, government operations, communications or related field preferred.
