Technical Security Project Manager

The Technical Security Project Manager (TSPM) ensures that technical security design standards are effectively integrated into all capital improvement projects, including new development, facility expansion, renovation and retrofitting.  The TSPM ensures standardization of capabilities across the system and identifies opportunities to leverage purchasing power through active vendor and contract management. The TSPM integrates with National Facilities Services (NFS) Project Leads at the earliest phases of design, meets milestones as established by the NFS/PM, and remains immersed in project delivery activities up to and through commissioning, at which point technical security integration is operationalized and owned by the regional, area, or local security manager. Under the direction/guidance of the Director of Security Technology Integration, the TSPM ensures that enterprise design standards are appropriately and accurately integrated into National Security Services risk assessments, investigations, root cause analysis, crime prevention through environmental design, and capital business plan development. The TSPM will be a single-source technical security integration subject matter expert for their assigned projects and will provide consistent and repeatable security solutions that are in adherence with design standards that fulfill operational needs. The well-qualified candidate will have extensive experience effectively applying security technology solutions in complex and dynamic operational settings; have well developed business acumen and competencies; be an exceptional communicator; have a strong service orientation; and be skilled at problem-solving, decision-making, Business Plan development, and program execution to achieve desired outcomes. The north star for this position is to mitigate reasonably foreseeable risks for the ultimate purpose of providing a safe environment to enable the delivery and receipt of high-quality healthcare.

Essential Responsibilities:
  • Develops and maintains technical security project schedules in support of overall Project Manager and consistent with project milestones.
  • Develops, executes, and monitors assigned vendor contracts to ensure that contractual agreements are being met and accurately documented on the vendor invoices.
  • Manages project risks associated with schedule, scope and budget.
  • Reviews and approves invoices per the requirements of the PDG including pay applications for accuracy and completeness.
  • Controls project plan and product quality by reviewing design, specifications, and plan/schedule changes; recommends actions.
  • Develops, monitors and completes a project closeout strategy, to include commissioning and hand-off activities.
  • Works with project team to provide regular updates to the affiliates served as well as supporting central system (Projecto) for no less than monthly updates on pertinent project details including projections on risks to meeting affiliate expectations set at project initiation.
  • Works with the project team to continually monitor budget status for assigned project elements and informs PM of potential budget issues.
  • Provide PM with supporting status reports for project delivery team.
  • Recommends and implements improvements in the technical security project management planning & delivery cycle.
  • Maintains and manages project performance metrics/documentation.
  • Reviews systems and processes to ensure optimization of resources against risk of project delivery.
  • Based on knowledge of technical security design standards, contributes to life-cycle replacement planning.
  • Develops and maintains strong working relationships with security leaders, regional representatives, architects, consultants, vendors, NFS management and other departments and teams within KP.
  • Contributes to team effort by accomplishing related tasks as needed; on time; as advertised; with high quality.
  • Basic Qualifications:
  • Minimum five (5) years project management experience on significant construction projects with specific and demonstrated expertise integrating CCTV, recording technologies, access control devices, alarms, monitors, and all associated programming to result in the delivery of coherent technical security solutions that are synchronized with staffing and process solutions and aligned with fire/life safety requirements and building use case/core mission requirements.
  • Minimum five (5) years experience fielding or operating security technology platforms (such as access control; video management systems; CAD/RMS; alarms and intrusion detection systems; et al) in a coherent and sustainable way to minimize risks and maximize efficiency.
  • Minimum two (2) years experience optimizing programs through continuous improvement to effectively align people (staffing), processes, and technology.
  • Minimum two (2) years Broad-based management experience with demonstrated success managing multiple projects, to include managing a project portfolio (multiple projects or programs) with virtual team members.
  • Education
  • Bachelor's degree OR four (4) years of experience in a directly related field.
  • High School Diploma or General Education Development (GED) required.

  • Additional Requirements:
  • Extensive knowledge of security management principles, design standards, work order management, access control systems administration, information technology, integrated operations centers, video management systems, inventory controls, and general application principles of other security technologies.
  • Must be knowledgeable with construction building and life safety codes and regulations, approval processes, construction means and methods, construction processes and procedures, and contract implementation.
  • Experience in project management from design through completion on significant construction projects is required.
  • Proficient with managing third party vendors and contractors to deliver products and services on time and on budget
  • Prior experience with security organizations protecting people and assets of organizations of 50,000 people and larger preferred; ideally in roles leading or contributing to geographically-dispersed teams.
  • Automation savvy; highly proficient with project management software programs, desktop publishing and audio-visual equipment and materials.
  • Must be adept with measuring key program metrics, KPIs, Executive Reporting, building effective Business Cases which effectively rationalize resource allocation and implementing new programs and initiatives.
  • Must be able to work in a Labor/Management Partnership environment.
  • Strong customer focus and service orientation.
  • Demonstrated strong interpersonal skills with the ability to collaborate effectively with multiple/diverse functional areas, work toward consensus, and in the absence of consensus collegially influence others to achieve outcomes that are in the organization's best interests.
  • Strong oral, written, and graphic communication skills.

  • Preferred Qualifications:
  • Advanced degree and/or certifications in security technology systems preferred.
  • Project Management Professional (PMP) Certification preferred.
