infrastructure, process, and procedures for the Kaiser Permanente School of

The HR Systems and Programs Analyst is responsible for reporting, analytical support and programmatic development for the Human Resources unit at the KP School of Medicine.  Serves as a technical point-of-contact for HR systems and assists subject matter experts with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities.  In addition, the HR Systems and Programs Analyst designs, develops, delivers and measures various learning and performance improvement programs, HR initiatives and processes to drive an innovative and developmental culture.
Assists in HR Operations and administration including strategic planning, budgeting, record keeping, identification and implementation of initiatives/solutions to enhance efficiency, service and organization wide communications.

Essential Responsibilities:
  • Develop and maintain an in-depth working knowledge of the HR systems as well as all other enterprise wide information systems that interact with the HR function.
  • Provide subject matter expertise relative to administrative, transactional processes, data automation, project support, gathering data, analysis and reporting - with the objective of increasing employee, management, and organizational effectiveness.
  • Develop, maintain and support a variety of reports or queries utilizing appropriate reporting tools and make recommendations to leaders to assist with planning and strategic initiatives.
  • Coordinate and participate in configuration efforts with other HR team members to ensure alignment on all required or proposed system enhancements.
  • Maintain HR data tools, reporting and dashboards, including production and delivery of reports.
  • Respond to HR data requests on an ad hoc basis by gathering, analyzing, and reporting relevant data from various sources.
  • Maintain HR data integrity by ensuring accuracy and consistency of input data. Audit HR data and troubleshoot irregularities. Support data governance processes.
  • Develop training and communications for users to learn and understand process/technology changes and rollout of new features/functionality; include developing user procedures, guidelines and documentation.
  • Identify process improvement and efficiency opportunities within the human resources programs and processes, develop, implement and train managers and employees on new procedures.
  • Partner with all HR team members to clean up, organize, and maintain shared HR folders.
  • Assist in the development and administration of HR services and programs, procedures and plans, including employee engagement, mission connection programs, new hire onboarding, wellness, management and leadership development and key organizational capabilities and tools.
  • Assist in the development of project proposals, recommendations, implementation plans, communication packages, measurement tools and training materials related to assigned projects.
  • Oversee the new employee orientation program for staff and faculty. Further evaluating program effectiveness and develop recommendations for new hire experience.
  • Provide timely and accurate updates for the HR website in relation to training, wellness and other resources.
  • Maintain organization charts for the School.
  • Work with HR colleagues to identify new opportunities to add value to the organization; assist HR colleagues with projects (as and where needed).
  • Manage multiple projects of varying degrees of complexity simultaneously and prepare executive level reports/presentations to report progress.
  • Continually evaluate the effectiveness of programs and adjust them accordingly.

  • Basic Qualifications:
  • Minimum of five (5) years of HR, analytics or operations experience required.
  • Education
  • Bachelor's degree or four (4) years of experience in a directly related field.
  • High school diploma or General Education Development (GED) required.
  • License, Certification, Registration

  • Strong internal and external communication skills.
  • Ability to collaborate well with cross functional departments and teams.
  • Organization skills, including flexibility, thoroughness, accuracy and attention to detail. Ability to quickly identify data discrepancies.
  • Must possess strong analytical skills.
  • Ability to assess process efficiencies and recommend improvements.
  • Advanced ability with Excel, and experience creating presentations with metrics and graphs.
  • Strong analytical problem-solving skills, and able to work independently and exercise judgement in decision making.
  • Proficiency in Microsoft Office Suites, Visio, and other software.
  • Ability to maintain highly confidential information in a professional manner.

  • Preferred Qualifications:
  • Experience in project management, consulting or HR programs preferred.
  • Strong background using HRIS systems, including experience with PeopleSoft and PeopleSoft queries preferred.
  • Experience in writing SQL including stored procedures, views data downloads and converts data from multiple sources and formats, sorts, groups, and issues and writes data reports (Tableau, Crystal Reports, Excel, Access, etc.) preferred.
  • Ability to function independently, as well as in partnership with other HR and OD team members in a healthcare setting preferred.
  • Project Management experience preferred.
  • Strong business relationship building skills; ability to interact with staff at all levels; ability to manage relationships at all levels throughout the organization preferred.
  • Experience with Talent Management, Organizational Change Management, and/or Learning & Development preferred.
  • Bachelor's degree in human resource management or other related business field preferred.
