The Benefits Analyst provides trend information, interpretations, alternatives, and analytical support to distributed HRSSO Benefits staff and other HR Professionals in the Regions and HRSSO. The incumbent will resolve complex benefit issues through historical research and/or policy, law, contract, and CBA interpretations.

Essential Responsibilities:

  • Provides guidance, interpretations, and counseling to Service Areas, HR Service Center (HRSC), local HR Professionals, and other distributed Consulting and Design staff on benefits programs and related personnel policies and procedures.

  • Analyzes benefits plans/programs and proposals.

  • Works with the distributed consultants, Benefits Practice staff, and other related areas (e.g., HRSC, Regional Finance Department) to conduct feasibility studies.

  • Participates in the development of benefits training modules and delivery systems to provide the HRSC and other HR Professionals with procedural guidance and administrative tools.

  • Resolves benefits disputes through analysis of situation, development of options, and, as required, negotiates resolutions with employees.

  • Consults with legal staff to ensure agreements reached are legally enforceable.

  • Assists in managing complex benefits cases.

  • Supports local and Regional Legal and Labor in grievance and claims settlement/ implementation processes.

  • Analyzes benefits programs' utilization, trends, etc. to assist in rate negotiations with vendors, to support the labor negotiations process, and benefit plan design work in the Region.

  • Assists in monitoring (FOR SR: Monitors) benefits administration to maintain consistency in application, minimize potential liability, and ensure compliance with federal and state legislation.

  • Assists in evaluating the impact of local benefits-related legislation on the Region.

  • Basic Qualifications:


    • Minimum four (4) years of experience in employee benefits field with broad exposure to design, compliance, and administration of a range of benefits plans (e.g., pension, health, disability).


    • Bachelor's degree in human resources required, OR four (4) years of experience in a directly related field.

    • High School Diploma or General Education Development (GED) required. 

    License, Certification, Registration

    Additional Requirements:

    • Understanding of a range of benefit programs, such as pension, health, disability, etc.

    • Knowledge of benefits related regulations and laws (i.e., ERISA, FMLA, COBRA, TRA, HIPAA, etc.).

    • Strong analytical and consulting skills (i.e., develop proposals, analyze data, identify trends, prepare and interpret contract language, etc.).

    • Effective communication and presentation skills.

    • Strong writing skills.

    • Innovative and flexible.

    • Ability to prioritize, meet deadlines.

    • Attention to detail.

    • Possesses interpersonal skills that inspire trust and confidence.

    • Understands team dynamics.

    • Must be able to work in a Labor/Management Partnership environment.
