The Procurement and Supply Chain Manager manages and executes effectively and efficiently all activities related to procurement strategies and supply chain services at the Kaiser Permanente School of Medicine, ensuring values and competencies in maintaining transparency, integrity and compliance with established rules and regulations. The incumbent is responsible for working with KPSOM members, KP Central Procurement organization, asset management and control, and shipping and receiving, managing vendor contracts and ensuring all procurement is executed on negotiated terms, local purchasing, distribution, inventory control, printing and duplication services, mail distribution and courier services. Ensures site compliance to specific policies regarding internal controls for departmental purchasing activities to ensure optimal use of regional and national contracts, appropriate use of purchasing channels, utilization of expert advice and internal controls. Additional duties include ensuring effective compliance to all applicable national, state and local regulations/laws.

Essential Responsibilities:
  • Accountable to ensure the supply chain and procurement strategies are executed with milestones achieved on time.
  • Lead negotiations for all hardware, software, supplies, materials and services providers.
  • Negotiate contract terms, and work with KP Legal Services and KP Procurement Office through execution of contracts.
  • Develop and maintain vendor agreements in collaboration with KP Legal team and KP Procurement Office.
  • Monitor department operating budget, schedules, resources, space and equipment needs, resolve variances and identify areas for cost savings, implementing solutions where practical.
  • Lead and participate in multiple projects, orchestrate meetings, develop timelines, negotiate work space, procedure data/telecommunications equipment, furniture and supplies.
  • Develop and manage the rosters of suppliers, elaborate supplier selection and evaluation, quality and performance measurement mechanisms.
  • Prepare monthly, quarterly and annual procurement plans and progress reports as required.
  • Negotiate contract terms with bid winners and the selected contractors in the best manner achieving the best interest of KPSOM, its stakeholders and beneficiaries.
  • Provide oversight over various contract management processes and ensure transparency.
  • Conduct activities required by the contract including logistical support, accreditation, licensing, verification of goods, monitoring of activities and performance of subcontractors.
  • Take full responsibility for assets and inventory management of all expendable and non-expendable items under the projects.
  • Initiate assets tagging, verification, maintenance, monitoring and write-off/disposal as may be appropriate in compliance with established rules and procedures.
  • Research, track and communicate industry trends, best practices, applicable indices, and competitive offerings to identify opportunities for innovation, competitive advantage and increase efficiency.
  • Ensure effective use of internal Standard Operating Procedures in Procurement, control of workflows, continuous business processes monitoring and elaboration of improvements in systems and processes.
  • Manage and monitor all transactional procurement including tendering processes, evaluation, contracting, contract management, legal considerations and payment conditions, contractors, performance evaluation and risk assessment.
  • Implement strategic procurement including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management and performance measurement.
  • Manage the entire process in the planning of procurement and supply chain activities, inventory control, logistics and distribution, ensuring effectively-functioning processes to avoid costly delays and lost opportunities.
  • Ensure effective lines of communication between the Senior Leadership, faculty, staff, other stakeholders and the procurement team to ensure priority requirements, timely delivery of goods, works and services using the most appropriate procurement procedures.
  • Be responsible for introducing process improvements in the supply chain and identify new vendors/suppliers without jeopardizing quality and service delivery.
  • Manage relationships with vendors, suppliers and contractors that facilitate smooth flow of services to KPSOM.
  • Manage the inventory control through the KP system of record and establishes standards for inventory levels.
  • Coordinate distribution of goods/services and maintains storage of surplus items.
  • Ensure staff is trained to meet the established service goals and follow established policies and procedures.
  • Supervise staff in all areas of procurement and supply chain which include local purchasing, distribution, inventory control, OneLink receiving function, and linen/laundry, or a designated subset.
  • Develop, monitors, and accounts for variances in the supply chain department budget.
  • Assist department managers with researching and resolving supplies budget variances.


    Basic Qualifications:
  • Minimum three (3) years related experience in purchasing, inventory management, distribution operations, procurement, including experience in supervising staff.
  • Education
  • Bachelor's degree in business administration, finance, operations research, engineering, supply chain, economics or related field OR minimum four (4) years of work experience in a directly related field required.
  • High School Diploma or General Education Development (GED) required.

  • Additional Requirements:
  • Experience in team building and conflict resolution.
  • Strong written and verbal communication skills, having experience communicating across diverse populations and employee levels.
  • Experience in managing budget
  • Must be able to work in a Labor Management Partnership environment.

  • Preferred Qualifications:
  • Experience in an education environment or healthcare or similar setting.
  • Professional certification such as a Certified Purchasing Manager (CPM) or certified contract administrator/officer.
  • Significant knowledge of products/services and their market environment within the scope of Kaiser Permanente's procurement and logistics programs.
