The Kaiser Permanente Bernard J. Tyson School of Medicine is devoted first and foremost to offering an outstanding, forward-thinking medical education.  Its curriculum is built on the three pillars of Biomedical Science, Clinical Science, and Health Systems Science. Students will think broadly about the ways care can be more effective for everyone and learn how to advocate for better health in homes, school, workplaces, neighborhoods, and society at large. The Senior Government Relations Consultant is charged with managing the government relations strategy for the Kaiser Permanente Bernard J. Tyson School of Medicine focused on specific policy issues with the goal of influencing local, state and federal policy makers. This position reports to the Senior Vice President for Administration and Finance and is responsible for developing and cultivating government, industry and corporate relations to build and sustain broad-based support for the School. This includes establishing and managing the school's relationship with organizations and other organized business and civic interests so to promote significant and key contributions to the School's success. This position works with the various KP's Government Relations, Marketing and Communications, and Public Affairs offices as well as with personnel from other School and KP departments. Establish and maintain positive working relationships with community, business groups, and government agencies. Scan for emerging issues and manage government relations strategies to influence policy makers and accrediting bodies at the local, state, and federal levels. Develop strategies to address areas of public concern that have an impact on the business goals of the school and the community.




Essential Responsibilities:



  • Assess the organizational decisions and identify sensitive areas of public concern and impact.  Identify the operational impact on other public and private agency policies.

  • Partner with Program Office, local and state legislative offices and other divisions on to establish a federal and state key contact database and develop internal system for activating key contact and constituent networks.

  • Develops and manages relationships with local government officials (both elected and non-elected), local boards and commissions

  • Assists members of the legislature, executive branch, congressional, and local government with staff and constituent concerns relating to the Kaiser Permanente Bernard J. Tyson School of Medicine.

  • Provides policy support for state government relations activities and provides advocacy support as necessary and directed.

  • Develops and maintains strong internal relationships through active participation with internal Community Benefit, Regulatory Affairs, Community Relations, Strategic Planning, National Facilities Services, Marketing, Sales & Business Development, regional and Program Office, Permanente, and other internal stakeholders.

  • Analyzes, interprets and develops solutions for complex policy issues which impact education, health, community, government and Kaiser Permanente. Communicates issues to key staff and stakeholders.

  • Works with KP National and regional government relations and community relations departments to help assure a coordinated national government and community relations program across the area, regional and state.

  • Builds partnerships with community groups; business groups; and local government officials/staffs, including state, city, county, district and special district offices.

  • Develops collateral materials, and training programs and implements issue and project specific programs and materials including communication plans, strategies and collateral materials. Manages projects including developing work plan and producing deliverables and coordinates with other stakeholders.


Basic Qualifications:
Experience
  • Minimum five (5) years in community development, public affairs, government relations, policy analysis, and/or corporate affairs.
  • Education
  • Bachelor's degree in business, public health, public relations/communications, or related field.
  • License, Certification, Registration
  • N/A

  • Additional Requirements:
  • Experience working with elected officials and governmental agencies.
  • Previous involvement in community and civic affairs.
  • Demonstrated experience developing and implement a government relations program.

  • Preferred Qualifications:
  • Some experience working in higher education or academic institution
  • Managed challenging public issues and external campaigns and extensive experience in internal and external communication.
  • Supervisory experience or experience leading a team.
  • Master's in Business, Public Policy, Public Administration, or related field.
  • Juris Doctor (J.D.) preferred.
