Description:
Through extensive collaboration with various stakeholders in a multi-entity partnership, leads and directs the development and implementation of region-wide strategic plans and objectives for the electronic medical/health record system for over 100,000 users in Northern California. Develops and executes strategic plans for all programs, projects and initiatives related to the electronic health record. Directs and leads multi-disciplinary teams who are responsible for numerous multifaceted projects, including designing, developing, and building new KP HealthConnect functionalities. Directs and oversees operational planning, program development, systems development, training, management of information, as well as regional reporting and analytic support. This position serves as an operational leader for the NCAL KP HealthConnect team, with direct reporting to an executive leader.

Essential Responsibilities:
  • Leads and directs technical and project directors, managers, consultants, trainers, analysts and support staff managing complex projects to support strategic program-wide initiatives and goals.
  • Determines goals and priorities with project sponsors, senior executives, and key KP HealthConnect stakeholders.
  • Leads the development of business cases including outlining proposed project structure, project budget, resource requirements, project approach and work plan.
  • Assesses and communicates project status, key business risks and vulnerabilities to senior management.
  • Recommends appropriate action steps or interventions and oversees implementation where appropriate.
  • Identifies and provides insights on key performance indicators for individuals and team.
  • Provides leadership to directors, managers and project managers and provides business requirements and business analysis.
  • Leads project directors and managers to develop, maintain and implement specific project plans utilizing project management methodologies.
  • Sets organizational structure and allocation of teams' priorities and accountabilities. Negotiates across multiple partnerships and with senior management on changes to targeted resolution dates, time commitments, and/or resource allocations.
  • Provides guidance to directors and managers on how to lead and negotiate through influence directly with clients concerning the scope, objectives and delivery dates for complex initiatives and projects.
  • Provides leadership and direction to content and technical experts.
  • Eliminates/addresses barriers (resource, staffing, political) impeding the successful completion of region-wide initiatives and project activities.
  • Sets fiscal oversight for the teams, and oversees department and/or region-wide project budgets.
  • Ultimately responsible for customer and stakeholder success. Provides leadership and guidance to project directors and managers to create procedures, policies, and timely reporting designed to meet the project sponsor's needs.
  • Develops and fosters productive and professional business partnerships throughout the organization.
  • Promotes a team environment and provides work direction and guidance, including professional development and training.
  • Hires, coaches, and manages professional multi-disciplinary staff.
  • Develops strategies for, and directs and oversees, large complex organizational projects.
  • Collaborates with clinical, physician and operations leaders throughout NCAL and the KP program, to develop clinical strategic plans for the electronic medical/health records in Northern California.
  • Develops metrics and reports to evidence KP HealthConnect performance.
  • Provides expert level healthcare consulting on highly complex program-wide projects of strategic importance and builds consensus across large groups of leaders regarding new action plans.
  • Manages communications and implements appropriate, timely and accurate management information to support the project.
  • Develops operating and capital budgets.
  • Ensure staff meets goals and objectives compliant with federal and state requirements.

  • Basic Qualifications:
    Experience
  • Minimum seven (7) years of management experience working with electronic health record systems, health records and/or clinical systems.
  • Minimum five (5) years of experience in identifying key business issues and developing appropriate action plans in a multidisciplinary environment.
  • Minimum five (5) years of experience leading professionals and managing others through influence and collaboration.
  • Minimum five (5) years of experience in team building, group interaction, project management, and budget management.
  • Minimum five (5) years of experience in business process improvement utilizing the tools and data required for supporting an effective business process improvement practice.
  • Minimum five (5) years of experience in complex analytical problem solving, change management, and group process.
  • Education
  • Bachelor's degree in nursing, business administration, economics, health care administration, operations research, public health administration, health care informatics, computer sciences or other related field.
