The Clinical Services Manager assumes supervisory and management responsibilities for chemical dependency counselors and on-site daily operations of assigned Addiction Medicine location(s). Participates with the Clinical Director in program development and planning. Provides high quality counseling services to Kaiser Permanente members in a cost-effective manner and in accordance with accepted professional practice standards. Participates in Addiction Medicine management team. Assures accreditation/licensing standards of state and private organizations, (e.g. OADAP, DASA, NCQA) within assigned location(s).

Essential Responsibilities:

  • Administrative management: Manages day to day functions of assigned clinic; daily staff scheduling, scheduling Counselor of the Day (COD), assuring adequate coverage for patient care, etc. Oversees the compliance of staff to OAR/WAC rules. Monitors compliance to Kaiser Permanente Policies & Procedures. Develops Department Policies and Procedures as assigned. Monitors staff external and internal referrals. Develops and maintains relationships with community referents. Manages clinic operations with Health Plan partners. Coordinates interdepartmental services within assigned clinic(s). Assists in contract management and compliance. Coordinates with other department supervisors to ensure consistency of care. Represents department at clinic Facility Heads meeting. Represents department at clinic Disaster/Fire Safety Committee meetings. Monitors data collection. Coordinates research projects at assigned clinics.

  • Personnel management: Writes and conducts performance appraisals on chemical dependency staff. Manages and resolves staff conflict. Development of Staff Training Plans. Conducts staff disciplinary process. Monitors staff adherence to credentialing and licensure requirements. Advises Clinical Director in hiring and termination of clinical staff.

  • Clinical supervision: Advises Counselor of the Day when on duty. Monitors the quality of clinical care provided by counseling staff. Reviews clinical records and assures appropriate assessments, diagnosis, treatment planning, treatment disposition, discharge planning, and daily documentation and correspondence. Leads program development related to treatment activities. Facilitates and leads clinical case conferences. Coordinates with other Clinical Supervisors to assure consistency of clinical care. Participates in department Quality Assurance activities. Addresses patient concerns/complaints at the supervisory level.

  • Direct clinical responsibility: Provides high quality counseling services, (individual, group and family), to chemically dependent patients and codependents through assessment, diagnosis and formulation and implementation of treatment plans in an outpatient setting. Provides Counselor of the Day services. Performs hospital consults at assigned locations as needed. Provides case management through appropriate triaging and referral. Consults with other providers. Direct contacts of patients and their families. Reports to outside agencies. Documents in writing all care in patient's permanent medical record in accordance with accepted medical and legal standards. Provides all care in accordance with accepted practice standards, supervision, and department protocols. Meets additional direct service needs in absence of clinical staff.

  • Basic Qualifications:


  • Minimum three (3) years post masters counseling experience in a state approved or otherwise accredited/licensed chemical dependency treatment facility.

  • Minimum one (1) year of experience of supervising professional staff or successful completion of a course in supervision approved by the Clinical Director.

  • Education

  • Master's degree in counseling, social work, or closely related field, (MSW, MS, MA, MED) from an accredited institution.

  • License, Certification, Registration

  • Certified alcohol and drug counselor; or licensed professional counselor - LPC; or licensed marriage and family therapist - LMFT; or licensed clinical social worker - LCSW.

  • Current license to practice without restriction and/or A/D Certification in practicing state.

  • Additional Requirements:

  • Experience managing quality assurance activities in a chemical dependency counseling setting.

  • Thorough & working knowledge of chemical dependency treatment for adults, adolescents & families.

  • Thorough understanding of the addiction & recovery process.

  • Working knowledge of best practices in the addictions treatment field.

  • Knowledge of the community based support groups.

  • Thorough & working knowledge of legal requirements for abuse reporting.

  • Understanding of culture and the influences on the counseling process.

  • Knowledge & understanding of the accepted practice protocols, ethical guidelines and behaviors for addiction counselors.

  • Working knowledge of management and clinical supervision practices.

  • Demonstrates customer-focused service skills.

  • Ability to assess, diagnose and treat chemically dependent patients and their family members.

  • Individual, group and family counseling skills.

  • Able to see a large volume of patients.

  • Excellent communication and problem solving skills.

  • Ability to provide clinical supervision to professional staff.

  • Able to teach an alcohol & drug treatment curriculum.

  • Preferred Qualifications:

  • Minimum five (5) years full-time (paid) post masters, including two (2) years clinical/administrative, supervisory experience in a counseling setting.

  • Minimum two (2) years experience in managing quality assurance activities in a chemical dependency counseling setting.

  • Experience with counseling adults, adolescents & families.

  • Experience in providing substance abuse consultation.

  • Previous computer experience with electronic medical records.

  • Counseling chemically dependent patients and families in a chemical dependency treatment setting within a managed care system.

  • Treatment options for dual diagnosis issues;; including sexual & physical abuse.

  • Working knowledge of universal precautions of body fluids.

  • Understanding of state requirements for licensing addiction programs.

  • Ability to diagnose and treat patients with mental illnesses.

  • Ability to use appropriate procedural/testing equipment.

  • Comfortable interfacing with large provider and support staff groups.
