Disability Management Consultant (Portland)

Description:

To provide initial triage, education and management of disability claims for KPNW employees. Supports managers at the department head level and Disability Case Managers on a daily basis. Work with KPNW supervisor/managers and employees to assure disabled employees are receiving all available DM Services. Primary trainer on DM services and systems.


Essential Responsibilities:

  • Facilitate and monitor all paperwork related to an employee claim of a work related injury or illness. Facilitate and monitor claims processing based on State mandated timelines.

  • Population, maintenance and system management of the DM Database which is used to track all DM Cases.

  • Assures regulatory compliance by maintaining and tracking pertinent information. This includes contacting supervisors when in receipt of information from Occupational Health or the Worker's Compensation TPA regarding claims paperwork that does not have the required State forms 801/SIF-2 which are needed for compliance.

  • Provide education to supervisors and managers via telephone, email or written materials regarding their responsibilities as related to compliance of claims reporting.

  • Provides initial consultation to managers and employees for all incoming Workers' Compensation Claims.

  • Assigned Case Management Service Area. Provides Case Management for all of the following: Understand federal and state laws and how these interact with the multiple labor contracts and KPNW policies including leave of absence, ADAAA, Worker's Compensation and return to work. Provide consultation to employees and managers on federal, state and contractual leaves of absence, ADAAA, Worker's Compensation and Return to Work issues. Ensure that the integration of the various disability management programs are facilitated as needed and that any benefits are provided in a timely and accurate manner. Ensure integration with other benefit programs such as Short Term Disability (STD), Long Term Disability (LTD), health benefits, paid time off programs, and other internal and external benefits. Conduct the ADAAA interactive process, including determining appropriate and reasonable accommodation. Facilitate the return to work process for employees with occupational and non-occupational injuries or illness who have restrictions and find available and suitable work within the region. Identify employees with occupational and non-occupational injuries or illness who are unable to return to a suitable position within the region due to their limitations. Refer the employee to applicable resources such as vocational rehab, ADAAA interactive process, or retirement. Document all correspondence, medical documentation, meetings, and interactions with the employee, manager, and any involved parties. This includes tracking the progress of the case and initiating any follow-up. Partner with HR Consultants in managing escalated cases that also involve labor management issues. Collaborate with third party vendors to manage leave of absence or worker's compensation cases, including complex issues. Represent the employer's interests with informed decision-making on complex and litigated worker's compensation cases. Provide instruction to managers and timekeepers on how to appropriately code an employee's timecard while on leave or in transitional work for both occupational and non-occupational injury and illness.

  • As a team member, support the Disability Management Department to improve department wide programs, planning and educational materials.

  • Monitors TPA to assure claims information accuracy.

  • Complete a wide variety of services while maintaining confidentiality of employee's personal and medical information.

  • Work autonomously supporting the departmental needs and within committees applying the regulatory and administrative requirements of the department.

  • Provide training to managers, supervisors, employees, labor, safety committees and the medical community about the region's disability management policies, procedures and compliance. This includes Leave of Absence (FMLA, OFLA, WFLA, WFCA, Contractual/KP Policy, etc), ADAAA, Worker's Compensation and Return to Work Program.

  • Assist Occupational Health with claims information as needed.

  • Provides a wide variety of services in a confidential environment supporting information needs of other departments, committees and safety initiatives.

  • Maintain applicable certifications and actively participate in education continuation opportunities for all areas of the program.

  • Basic Qualifications:

    Experience

  • Minimum two (2) years of experience in Return to Work Programs, Disability Management, ADAAA Case Management Workers' Compensation or Leaves of Absence

  • Education

  • Bachelor's degree in business administration or related field OR four (4) years of experience in a directly related field.

  • High School Diploma or General Education Development (GED) required.

  • License, Certification, Registration

  • Valid driver's license and the ability to travel throughout the NW region required upon hire/transfer

  • CPDM (Certified Professional Disability Management) or similar professional licensure required within three years of hire

  • Oregon Workers' Compensation Claims Examiner certification required within one year of hire or a minimum five (5) years of recent experience in Workers' Compensation program administration in lieu of the certification


  • Additional Requirements:

  • Experience working with injuries/illness and physical limitations.

  • In-depth understanding of the laws and regulations related to leave of absence and disability management, including but not limited to FMLA, OFLA, WFLA, WFCA, ADA, etc.

  • Working knowledge of physical job analysis and job description essential functions.

  • Functional understanding of Ergonomics and worksite modification.

  • Demonstrated customer-focused service skills.

  • Demonstrated group presentation skills to instruct, inform and persuade.

  • Basic understanding of regulatory requirements, bargaining agreements and workplace safety principles.

  • Excellent interpersonal, written and verbal communication skills.

  • Demonstrated ability to tolerate and cope with ambiguous situations.

  • Creative, innovative, self-directed, works well in a team environment.

  • Strong problem solving skills.

  • Basic computer skills.


  • Preferred Qualifications:

  • Minimum three (3) years of experience with Kaiser Permanente Northwest.

  • Minimum one (1) year of experience processing WC related information in a claims office or equivalent.

  • Working knowledge of Kaiser Permanente departments and functions.

  • Ability to type 60 WPM or equivalent keyboarding skills.
