Administration Systems Senior Eye Care

For department or division, provides support & management of projects related to decision making & analysis. Cultivates data Health Care expertise. Provides analysis, reports and/or recommendations necessary to develop effective cost, utilization, quality, product and/or financial management strategies. Manages development of data driven performance assessment tools. Provides methodological consultation. Coordinates work, mentors & trains colleagues. May design, develop, implement and maintain production software applications, decision support applications and systems infrastructure or lead programmers in development of information systems in support of department or division processes.

Essential Responsibilities:
  • Responsible for training all new and existing employees on new systems (e.g. point-of-sale (EARS) and related support systems) or upgrades for service lines assigned. Responsible for partnering with optical lab and IT to improve systems integration and end-user service levels.
  • Consults with customers to fully understand business objectives & related decision support information requirements; confirms request, establishes timeline; and extracts, synthesizes or models data. Analyzes & evaluates the information & formulates recommendations. Leads KFHPW-wide customer driven project teams. Provides guidance to other analysts/programmers on project team. Integrates tools with overall work processes. Build data warehouse & other systems allowing integration of decision support information throughout the service line.
  • Keeps reference files up-to-date for providers, practitioners, procedures, and encounter types to assure accurate reporting. Maintains frame, lens, service, product, and designated working directories to properly identify, place correct orders, track the progress, provide back-up to the accounting reporting systems, and account for KP asset inventory items, revenues, and cash liabilities in a prompt, accurate, and understandable manner in conjunction with KP Accounting and Finance departments requirements. Keeps benefit options current at the direction of appropriate KP departments to track utilization, costs, and their impact on the operation's contribution through established reports. Recommends changes to the vendor as necessary in systems (e.g. point of sale system) to better serve the internal and external needs of KP and the people that KP serves through the service line.
  • Distributes and installs reference file that includes hard copies of file reports, software safe storage of software, maintenance of proper systems backup in case of system failures in the installation of new databases and safe storage of all related materials at the various facilities (e.g. EPIC and POS).
  • Maintains site logs that contain a detailed history of systems (e.g. point-of-sale system) related activities for all locations, including both software and hardware incidents effecting operations of said systems.
  • Due to data expertise, provides training and/or consultation to managers & other requestors or users of information.
  • Networks with peers & other staff to share learnings or provide necessary department or division specific information across KP (e.g. information and contracts needs from National Optical Group).
  • Consults on data availability & system limitations. Educates others about source or use of information.
  • Maintains high level of proficiency in end-user computer software, operating systems and other systems specifically related to department or division.
  • Tests and reviews with personnel, takes corrective action regarding problems or difficulties found, trains users in the appropriate use, develops hard copy instructions to support, and installs software updates.
  • Develop, improve or maintain various systems for business process (e.g. rating/pricing, external performance reporting, assessment tools, cost utilization system, resource (eyewear vendors and inventory update/ entry process) allocation system or clinical improvement reporting). Develop workplans, assign tasks, manage the project team & supervise production. Mentor & coach programmers /analysts on project team.
  • Diagnoses and troubleshoots any and all system (e.g. POS) failures by the software, hardware, or operator, and takes corrective actions to correct the related problems on an on-call basis during operational hours.
  • Analyze, design, develop, document & implement new production software applications, decision support applications, and system infrastructure for department or division. Maintain applications & systems and assure system reliability (e.g. eyecare call center and systems and support staff training). Plan & manage assigned software development projects.
  • Develops and recommends alterations, reviews with others, finalizes after approval, and publishes policies and procedures as they relate to the operation and functionality of all systems (e.g. POS) in keeping with other established KP policies and procedures. Reviews compliance with these procedures and policies frequently to assure appropriate behaviors to continue to produce timely and accurate reporting of all systems and activities.
  • Basic Qualifications:
  • Minimum seven (7) years of health care decision support analysis & reporting experience OR minimum three (3) years of programming experience AND prior experience managing large reporting projects or acting as project lead.
  • Minimum two (2) years of direct staff management experience.
  • Minimum two (2) years of computer science experience or experience in a directly related field.

  • Additional Requirements:
  • Knowledge of decision support reporting systems design, project management, health care analysis and statistics or developing applications using SQL-based databases.
  • Able to communicate complex analysis.
  • Strong data warehouse and SAS programming skills.

  • Preferred Qualifications:
  • Experience with one or more of the following: Visual Basic, client/server MS Access, SAS, Sybase System II, Sybase SQL Anywhere, Javascript & Java programming.
