CANCER CARE SERVICE LINE DIRECTOR SUPPORTING CLINICAL OPERATIONS ACROSS KPWA.


The Director of Clinical Services works collaboratively with the Medical Director (dyad) to provide the administration, direction, and coordination of all activities of a specific service line or division (which could include Programs of Excellence, and multiple sub specialized modalities or areas of care) in accordance with the mission, vision and values of KPWA. Successful service line development will require the ability to create, plan and execute strategic goals that integrate both standards of care and innovative research services and/or therapies to provide the highest quality care available. Responsible and accountable for the development of operational standards for the service line.  Establishes and maintains the systems and infrastructure to meet the full spectrum of medical, psychosocial and emotional needs of patients, their families, and the community using strong evidence-based research. Additionally, related to Programs of Excellence and Service Line specifics the dyad will ensure quality through pursuit and attainment of accreditation through the appropriate accrediting body when applicable.  Where applicable, Co-chairs the service line program Committee, collaborates with Washington State Registries (if applicable), Districts, Primary Care, Pharmacy, Ancillary Services, Surgical Services, KPWHRI researchers, local and national program groups, along with other key stakeholders in pursuit of systematic, comprehensive, and high-reliability clinical and patient care. Provides senior leadership for patient care services and clinical support contracts across Kaiser Foundation Health Plan of Washington's service areas. Designs and leads marketing strategies related non-dues revenue services working with KFHPW Account Executives, State/Federal Agencies and Purchasers to establish contracts and/or service agreements.

Essential Responsibilities:
  • Support of Operations
  • Analyzes processes and systems and implements changes as necessary.
  • Oversees integration and standardization efforts and leads the development of new processes, service lines, programs.
  • Evaluates service line data on quality, access, finance, safety, productivity, capacity, and patient volume, and drives efforts for improvement.
  • Plans and directs operations of assigned departments.
  • Provides oversight and support for the care delivery team with the tools, education, information, resources and systems necessary to empower highest-level quality of patient care.
  • Supports clinical research operations, patient navigation, and psychosocial and financial needs of program patients.
  • Keeps the team notified of organizational, clinical and research information.
  • Assures compliance with all regulatory standards.
  • Develops all aspects of operational standards for service line including: efficient operational processes, capacity, patient safety and experience, care pathways, protocols, research enrollments, financial performance, and quality.
  • Collaboratively oversees efforts and ensures compliance with screening programs, research, community engagement, accreditation programs, and NGO organizations efforts.
  • Service and Quality
  • Works with dyad to align physicians, affiliated clinicians, and health care team to meet or exceed member needs.
  • Coordinates the selection of quality measures, including outcomes measures.
  • Monitors quality dashboard and reported patient safety events.
  • Participates in quality improvement efforts.
  • Maintains up to date knowledge of program standards and relevant regulatory agencies.
  • Responsible for guiding development of policies, processes and infrastructure necessary to establish and maintain accreditation.
  • Management and Human Resources
  • Facilitate team development, team function and problem solving.
  • Direct operational activities to improve processes.
  • Direct service line for optimal staffing models and skill mix to deliver service.
  • Develop and communicate accountabilities for clinicians, team leaders and support staff.
  • Provide coaching, counseling, leadership and management to address human resource issues.
  • Address and resolve issues such as personnel policies, payroll practices, member complaint resolution, and conflicts between services.

  • Strategic Planning and Business Delivery
  • Develops strategic plan for community outreach, service delivery, and treatment locations.
  • Direct clinical teams to prioritize initiatives to maximize alignment with organizational objectives.
  • Oversee service delivery and business planning processes for services.
  • Determine which medical services will be offered and locations of service delivery.
  • Perform competitive analyses and market review.
  • Evaluate new technologies and treatment modalities for efficacy in care and cost effectiveness.
  • Develop business cases to support changes in service delivery and to gain resources for implementation.
  • Business and Resource Management
  • Develop and manage integrated program budgets for labor, non-labor and referral costs spanning all areas of the organization, including outside care.
  • Provide direction to optimize KPWA resources.
  • Identify and capitalize on opportunities to improve revenue.
  • Identify and implement strategies to reduce the cost structure, e.g., internalization of referrals, implementing cost effective and efficient staff models, improving facility design, removing barriers to clinician effectiveness, reducing variation, coordinate across Specialty Care/Primary Care, etc.
  • Develop business case to support acquisition of required resources to support high quality, cost effective delivery of care.
  • Responsible for service line budgeting, financial performance, and charge capture systems.
  • Ensures financial, clinical and service outcomes for group model and contracted network services are met by working in close collaboration with District and Health Plan leaders including Provider Relations, Claims and Referrals.
  • Basic Qualifications:
    Experience
  • Minimum two (2) years of experience in a senior management role.
  • Minimum eight (8) years of experience in a progressively responsible role in health care management with budget development, profit/loss responsibilities, staff selection and development, and partnership with medical staff.
  • Minimum two (2) years of demonstrated success with business/product development and related marketing activities.
  • Education
  • Bachelor's degree in health care, business administration, or related field.

  • Proficiency in use of standard office computer software programs, equipment and clinical information systems.
  • Ability to work in an environment that may be ambiguous at times.
  • Able to demonstrate the knowledge and skills necessary to provide care appropriate to the age of the patients served on the assigned unit/department. Financial management, health care operations, human resource management and development, systems thinking, change management, communication, customer service, and team building.
  • Excellent presentation and negotiation skills.

  • Preferred Qualifications:
  • Five (5) years of experience in a highly collaborative and/or matrixed environment.
  • Five (5) years of experience in clinical program design, development including evaluation of outcomes.
  • Knowledge of clinical research.
  • Knowledge of billing and coding.
  • Two (2) years of experience in consulting and complex project management in a health care system within a managed care environment.
  • Minimum three (3) years of experience in Program Service Line development or related area.
  • Organizational development and business development skills.
  • Clinical education preferred (RN, BSN, PharmD, MSW).
  • Master's Degree in Business Administration, Health Care Administration.
