The Enterprise Project Management Office (EPMO) at Kaiser Permanente WA is a cohesive, business agnostic, team which supports the implementation of strategic initiatives across both the Care Delivery and the Health Plan divisions of the organization providing measurable value while promoting a client-focused culture that strives to exceed client needs and satisfy expectations.
The EPMO Consultant reports to the Director and is responsible for managing strategically important administrative, logistical and operational aspects of the EPMO including, but not limited to; Strategic Planning, Budget Management, Business Consulting / Project Intake, Hiring FTE and Contract Staff and Planning Staffing Assignments, EPMO and PM Community of Practice Event Planning, EPMO Infrastructure / tools / vendor management, Directly managing or supporting strategically important, urgent initiatives. Ensures the operational effectiveness of the EPMO by proactively organizing and managing financial and human resources balancing supply and demand within budgetary constraints and consulting with business leaders and executives to resolve their resource needs via appropriate channels. Understands the rhythm of the business, including regional and national planning cycles and financial reporting requirements, and is a key stakeholder partnering in regional strategic planning activities. Provides triage support for emergent business issues; identifying critical customer and operational needs, gaining cross-functional support, developing short term objectives and contingency plans, driving actionable strategies to resolve or transition via standard project intake to long term supportable structure. Ensures that infrastructure/tools used by EPMO are appropriately represented and funded within the cross-functional community of users within KPWA. Effective EPMO team members pursue self-development and effective relationships; proactively provide information, advice, and expertise; listen and respond to concerns raised by the team; seek and address performance feedback; create plans to capitalize on personal strengths and to address opportunities; anticipate and respond to the needs of others; adapt to and learn from change and difficulties. All EPMO team members actively support the development, implementation and ongoing utilization of an enterprise Project Management Life-Cycle (PMLC). Team members can also contribute to organizational improvement through engagement in the 'PM 101' course which was developed by the EPMO team and is delivered to colleagues across the organization.

Essential Responsibilities:
  • BUSINESS CONSULTING / PROJECT INTAKE: Initial point of contact for business leaders requesting project management support.
  • Works closely with stakeholders to determine appropriate pathway for provision of support for initiatives.
  • Ensures EPMO project intake criteria are understood, completed, and supported by a high-level business case which includes desired timelines,  key constraints, current performance metrics, measures and targets.
  • Ensures project oversight RACI matrix is completed and operational owner is identified.
  • Provides triage support for emergent business issues; identifying critical customer and operational needs, gaining cross-functional support, developing short term objectives and contingency plans, driving actionable strategies to resolve or transition via standard project intake to long term supportable structure.
  • HIRING FTE AND CONTRACT STAFF / STAFFING SUPPORT: Evaluates utilization of internal and external resources, understanding divisional needs, and builds the business case and staffing model recommendation on team composition for each annual budgeting cycle.
  • Supports staff development; understands individual development plans and coordinates assignments based on the alignment of team member skills and goals with project needs.
  • Continually monitors and reports on utilization, supply/demand forecast, gaps, issues, challenges and provides solution recommendations.
  • Supports national integration; investigating any process issues impacting employees and liaising with program office to provide feedback and identify resolution pathways.
  • Maintains relationships with vendor partners providing contract staff; managing contract negotiations and invoice approval.
  • Leads project activities related to organizational change management e.g. job family alignment or other HR initiatives led by program office.
  • Assists in the establishment and management of best practices regarding allocation of resources and project assignments.
  • STRATEGIC PLANNING / BUDGET MANAGEMENT: EPMO representative to the KPWA strategic planning group. Provides expertise and facilitates information flow between the regional planning team and the EPMO.
  • Manages the EPMO departmental budget measuring and reporting on performance against plan and periodically re-forecasting year end results to timely identify opportunities
  • Monitors financial compliance by ensuring line item spend adheres to KP, departmental, and/or business line policies and procedures. Provides guidance and feedback to team members as required.
  • INFRASTRUCTURE TOOLS / VENDOR MANAGEMENT: Partners with cross-functional teams to ensure EPMO tools are appropriately represented in KPWA user group discussions  and regional budgeting
  • Ensures EPMO budget supports appropriate level of contribution to maintain functionality required
  • Partner with national to ensure EPMO needs are represented and incorporated as toolsets evolve
  • EVENT PLANNING: The group has established a regular cadence for certain annual events e.g. the annual retreat, IPM Day, IIL Leadership & Innovation conference, and holds 2 monthly group meetings. The Sr. Manager will be responsible for coordinating the logistics for these and any ad hoc group meetings
  • Basic Qualifications:
  • Minimum fourteen (14) years of relevant experience
  • Minimum twelve (12) years of project/program management experience
  • Minimum five (5) years of administrative leadership experience with or without direct reports
  • Minimum five (5) years of experience managing complex $M-multi operational budgets in a structured environment.
  • Minimum four (4) years of experience managing complex groups in a corporate, non-profit, or government environment.
  • Minimum four (4) years of experience developing and validating business cases, including identifying value of investment projects.
  • Minimum four (4) years of experience managing vendor contracts and relationships.
  • Minimum four (4) years of experience delivering presentations to senior leaders / executives.
  • Education
  • Bachelor's degree in health care, business or related field OR four (4) years of experience in a directly related field.
  • High School Diploma OR General Education Development (GED) required.

  • Four (4) years of experience working in a Program Management Office (PMO).
  • Three (3) years of healthcare experience.
  • Master's degree in Healthcare or Business Administration or a related field from an accredited college or university
  • Project Management Professional (PMP) or equivalent project/program management certification.
