Description:

Manage the regional implementation of the Labor Management Partnership (LMP) and associated programs as defined in the National Agreements with Kaiser Permanente labor unions. Engage staff in improving KPWA's performance and business results through the effective implementation of Unit Based Teams (UBTs).  Report accomplishments, barriers and opportunities to leaders, sponsors and stakeholders of LMP.  Facilitate appropriate engagement of labor leadership, the delivery system, administrative services, and the medical group, in a shared understanding and structuring of the LMP work being implemented in the region.



Essential Responsibilities:

  • Manage the regional implementation of the Labor Management Partnership (LMP) and associated programs as defined in the National Agreements with Kaiser Permanente labor unions, focusing on performance improvement, building effective partnering relationships, and encouraging meaningful engagement. Lead an interdepartmental, multidisciplinary team in support of this work.
  • Manage the activities related to the training, start-up, and facilitation of Unit Based Teams (UBTs) to improve performance and business results. Consult and collaborate to develop UBT sponsorship and employee engagement at all levels. Ensure support for UBTs in areas such as facilitation, team development, performance improvement, LMP principles, and change management.
  • Establish and implement indicators to measure progress and impact of the LMP and associated programs. Ensure integration, sustainability, and alignment with regional strategies and priorities.  Report accomplishments, barriers and opportunities to leaders, sponsors and stakeholders of LMP.  Ensure communication of best practices across the region.
  • Manage the development and delivery of education/training that builds capacity within management, staff, the medical group, and labor, to foster a partnership culture and behaviors in day to day operations. Facilitate appropriate engagement of labor leadership, the delivery system, administrative services, and the medical group, in a shared understanding and structuring of the LMP work being implemented in the region.
  • Serves as the region's LMP representative on national or regional LMP forums.

  • Basic Qualifications:

    Experience

  • Minimum five (5) years of progressive employee relations/labor relations or operations experience in a union environment.
    Education

  • Bachelor's degree in human resources, business administration, health care administration or related field OR four (4) years' experience in a directly related field.
  • High School Diploma OR General Education Development (GED) required.
    License, Certification, Registration

  • N/A

  • Effective communication, presentation, interpersonal, and influencing skills.
  • Ability to think critically, analyze data and identify creative solutions.
  • Experience working collaboratively with multiple departments, matrixed staff, and staff who report to other leaders within and outside of the organization.
  • Ability to balance shifting workloads and deal effectively with ambiguous circumstances.
  • Excellent program management skills.
  • Demonstrated success in driving difficult change in a complex organization to advance business strategy.
  • Thorough knowledge of State and Federal labor and employment laws, principles of contract administration.


    Preferred Qualifications:

  • Two (2) years of employee relations, labor relations or operations experience in a health care organization,
  • Demonstrated Interest Based Problem Solving and negotiation skills.

  • Master's degree in human resources, business administration, health care administration or related field.
