Description:
The Senior Regulatory Affairs Consultant is responsible to review, coordinate and formulate organizational responses to regulatory proposals and actions, including communicating regulatory developments and guidance to appropriate business entities and stakeholders inside Kaiser Foundation Health Plan of Washington. In conjunction with Kaiser Foundation Health Plan of Washington stakeholders, develops policy on key issues of operational and strategic importance to Kaiser Foundation Health Plan of Washington. Ensures the coordination of Kaiser Foundation Health Plan of Washington policy positioning and response between state and federal issues especially with regard to regulatory oversight of commercial health insurance and government sponsored and subsidized programs through the Kaiser Foundation Health Plan of Washington enterprise with regard to health reform.

Essential Responsibilities:
  • Leads Kaiser Foundation Health Plan of Washington response process to regulatory proposals through analysis, assessment of business impacts and communication with key business areas and in coordination with legal and compliance departments. Provides regulatory policy leadership and obtains consensus among senior leaders across the health plan, delivery system, and other sectors of Kaiser Foundation Health Plan of Washington. Responsible for compiling, drafting and submitting responses to regulatory guidance. Provides liaison, consultation and advocacy with regulatory agency senior staff.
  • Analyzes newly finalized regulatory requirements to determine potential implications to current Kaiser Foundation Health Plan of Washington business processes in coordination with compliance team, legal counsel, and business teams. Consult with internal business team managers on implementation of regulatory requirements including communication/education materials to key internal stakeholder groups and consultation on communication to external groups.
  • Builds relationships with, provides input to, and otherwise represents Kaiser Foundation Health Plan of Washington with trade associations, think tanks, and other stakeholder groups - focusing on the regulatory and policy workgroups - to ensure policy positioning at all levels that support Kaiser Foundation Health Plan of Washington organizational goals. Represents Kaiser Foundation Health Plan of Washington as key content expert with Regulatory and legislative staff at both Federal & State levels as appropriate. Supports CEO, EVP Public Affairs & Governance, External Affairs, and other Kaiser Foundation Health Plan of Washington leaders with content knowledge about key issues to support engagement in external Commissions, Work Groups, and Associations that have a role in influencing the policy environment.
  • Formulates Kaiser Foundation Health Plan of Washington policy positions and responses on other regulatory proposals and policy issues, leading processes to gather input and perspective from business team, conduct research and analysis to remain up to speed on emerging issues and serve as a content expert, write policy principles and papers, legislative language, and amendments as appropriate. Consult on communication to external groups on policy changes that impact Kaiser Foundation Health Plan of Washington including our providers, customers, patients, and purchasers. This work to include identifying and prioritizing major policy changes that may affect Kaiser Foundation Health Plan of Washington or on which Kaiser Foundation Health Plan of Washington can be a productive influencer or may affect our competitiveness in the market as an integrated regionally-focused plan.
  • Participates in Legal Department and Regulatory Affairs program management activities; is engaged in the preparation of department and team goals; meaningfully contributes to review and evaluation of Regulatory Affairs processes and procedures; provides back-up to Regulatory Affairs team members.
  • Basic Qualifications:
    Experience
  • Minimum seven (7) years of previous experience in health care and health insurance performance auditing, policy analysis, government regulations, and private accreditation.
  • Minimum five (5) years of health policy, law, or related field with particular attention to Medicare, insurance issues, health care reimbursement systems, and provider issues.
  • Education
  • Master's degree in public administration, health administration or public health, or law degree.

  • Additional Requirements:
  • Ability to analyze & synthesize complex requirements, solicit and translate feedback, communicate effectively (oral and written), and support the development of strategies to comply.
  • Excellent customer service, cross-functional collaboration, analytical and communication skills.
  • Knowledge of state and federal regulatory agencies with statutory authority over Kaiser Foundation Health Plan of Washington's business areas.

  • Preferred Qualifications:
  • Five (5) years of health care contract law, regulatory compliance activities, state/federal regulatory and legislation process experience.
  • Doctorate Degree in law.
  • Knowledge of regulatory law, public policy development, legislative and regulatory policy making processes, and health care auditing.
