Accountable to the Vice President, California and Hawaii Medicaid, and working in close partnership with  the Vice President, Marketing, Sales, Business Development & Community Health, the Senior Director HI Medicaid & D-SNP serves as the Medicaid line of business leader responsible for the overall performance of the Medicaid line of business program, including D-SNP, with a focus on financial and membership performance, regulatory contract management, and stakeholder engagement and management. 

Strategically builds, manages and sustains external business relationships, particularly with state and local regulators. Accountable for product development, internal stakeholder communication and collaboration, and regulatory requirements. Strategically leads, manages, and coordinates Medicaid market strategy for the Medicaid line of business and D-SNP in collaboration with key market and national internal stakeholders. 

Job Summary:

This managing level position oversees multiple large scale programs for assigned business initiatives from planning to completion, including resources and budgets. This role also review project plans and determines project demands in order to supply appropriate staffing to complete project plans within scope, budget and schedule. This position determines program goals, influences the prioritization of deliverables, coordinates all business processes, and facilitates critical decisions. In addition, this position develops processes and procedures for change management (e.g., user adoption, implementation, and training plans) and ensures the alignment, buy-in, engagement and support of diverse project stakeholders.


Essential Responsibilities:
  • Directs the operations of multiple units and departments by identifying customer and operational needs; analyzing resources, costs, and forecasts and incorporating them into business plans; engaging strategic, cross-functional business units to champion and drive support for business plans and priorities; translating business strategy into actionable business requirements; obtaining and distributing resources; setting standards and measuring progress; anticipating and removing obstacles that impact performance; addressing performance gaps and implementing contingency plans accordingly; ensuring products and/or services meet customer requirements and expectations while aligning with organizational strategies; serving as a subject-matter expert and trusted source to executive leadership; and providing influence and consultation in the development of the larger organizational or business strategy.
  • Models and drives continuous learning and maintains a highly skilled and engaged workforce by aligning cross-functional resource plans with business objectives; overseeing the recruitment, selection, and development of talent; motivating and empowering teams; building organizational capacity and developing high potential employees for growth opportunities and advancement; staying current with industry trends, benchmarks, and best practices; providing guidance and leadership when difficult decisions need to be made; and ensuring performance management guidelines and expectations align with and drive business objectives and results.
  • Oversees multiple large scale programs for assigned business initiatives from planning to completion
  • Reviews project plans and determines project demands in order to supply appropriate staffing to complete project plans within scope, budget and schedule.
  • Oversees the program financials of all projects/programs and ensures projects/programs are managed to budget allocations.
  • Reviews program performance and makes changes as appropriate.
  • Develops processes and procedures for the development and execution of organizational change management (e.g., user adoption, implementation, and training plans).
  • Promotes, refines, and oversees adherence to established processes and policies (e.g. SDLC including domain standards, Kaiser standards).
  • Establishes and oversees proper project management practices in regard to allocation of resources, schedules and task assignments.
  • Oversees projects and programs team members and holds team members accountable for results.
  • Leverages expertise to create a clear vision of overall project goals and objectives.
  • Delivers performance feedback to team members supervisors.
  • Leverages expertise and recommends significant changes to program processes based on the analyses and identification of trigger events.
  • Monitors the compliance of project plans by ensuring team members follow policies and procedures.
  • Ensures the alignment, buy-in, engagement and support of diverse project stakeholders by building and maintaining relationships as well as communicating appropriately with internal customers, third party vendors, and senior management.
  • Builds close relationships with key stakeholders across multiple functions based on their level of influence and decision making and guides teams in identifying the right stakeholders for their project.
  • Determines program goals, influences the prioritization of deliverables, coordinates all business processes (e.g. project change management, communication) and facilitates decisions necessary for program delivery by partnering with program sponsors and/or review boards.
  • Communicates tough issues to stakeholders and keeps an independent opinion.
  • Oversees vendor performance and provides direction for service improvements or revisions to strategy.
  • Oversees contract negotiations with third party hardware and software vendors.

Minimum Qualifications:


  • Minimum ten (10) years experience leading project teams.

  • Minimum five (5) years experience managing operating budgets or financials.

  • Minimum six (6) years supervisory experience.

  • Bachelors degree in Business Administration, Computer Science, MIS or related field and Minimum fifteen (15) years of IT or related business experience, including Minimum twelve (12) years experience leading complex, strategic initiatives. Additional equivalent work experience may be substituted for the degree requirement.


Preferred Qualifications:
  • Three (3) years experience leading projects or programs requiring the integration of cross-functional technology and/or business solutions.
  • Five (5) years experience working with an IT Infrastructure Library (ITIL) framework.
