Manager Operations Support
Manages the operations of staffing and reporting office through such activities as budget planning and position control, personnel administration, training, communications and workflow procedures. Oversees day-to-day activities in accordance with regulations and cost containment efforts. Identifies, coordinates, and implements projects/programs to improve the quality and cost-effectiveness of operations. Resolves complex problems, many of which do not have easily definable solution.
- Develops short- and long-range departmental goals and objectives that are in alignment with department goals.
- Collaborates with project managers and directors on development of scheduling and staffing plans.
- Understands and communicates financial impact of staffing/scheduling options to appropriate audiences working closely with the Financial Team and Project Management Office.
- Develops operating and customer service procedures for the fast-paced staffing office environment.
- Identifies service and operational problems and issues; provides project management support to identify, research, develop and implement solutions.
- Coordinates multiple projects, orchestrates meetings, and develops timelines.
- Manages and maintains staffing system including utilization of standard codes and reports.
- Ensures the quality of the data within the staffing system.
- Ensures that workload data is obtained from the units each shift and documented accurately and within the given timelines.
- Works collaboratively with the Management to ensure that staffing matrices are current and used appropriately.
- Manages work with supplemental staff vendors in order to procure registry and traveler staff as needed.
- Maintains accurate and complete files and records on supplemental staff.
- Ensures accurate and timely submission of Produces and monitors management information reports on a daily, weekly, and monthly basis including the daily productivity report.
- Reviews staffing performance.
- Recommends solutions to problems.
- Takes corrective action when needed.
- Ensures that Payroll system is maintained with timely data and is consistent with staffing/project hours data.
- Establishes partnerships with other departments.
- Provides consultation to project teams working on region-wide and/or inter-regional projects.
- Resolves problems and complaints from client departments, other managers, and other areas.
- Ensures compliance with organization policies/procedures and regulatory agencies.
- Effective utilization of personnel, materials, space and equipment; and effective customer service.
- Recommends and implements internal policies and procedures.
- Interprets and applies company policies/procedures.
- Manages the budget to meet the fiscal goals for payroll and non-payroll expenses.
- Performs financial and staffing analyses.
- Advises management of serious variances.
- Recommends and implements solutions.
- Supervises staffing and reporting office personnel.
- Provides human resources support including managing the hiring process, salary determination, competency assessment processes, and performance evaluation processes.
- Direct the units participation in diversity employment programs.
- May compile statistics and produce reports (EEO/AA) for HR and management.
- Promotes a team environment and provides work direction and guidance including coaching.
- Facilitates and administers training and educational programs, such as professional development, systems training and train-the-trainer programs.
- May conduct training sessions.
- Edits/produces any organizational unit communications, such as newsletters and directories.
- Represents the staffing and reporting office on administrative matters.
- Minimum five (5) years of experience managing a multi-disciplinary staff of professionals, technical and non-exempt employees.
- Minimum three (3) years of experience in day-to-day staffing.
- Bachelor's degree in business administration or other relevant field OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
- N/A
- Solid analytical skills in terms of productivity reports, budget variances, and staffing ratios.
- Familiar with staffing systems.
- Experience developing education and training programs.
- Experience with budget management and development.
- Experience and knowledge of procedures/policies/regulations of staffing.
- Ability to adapt to constantly shifting priorities in managing a wide array of projects; team player, tactful, and diplomatic.
- Demonstrated excellent interpersonal skills.
- Must be able to work in a Labor/Management Partnership environment.
- RN preferred.
- Master's degree preferred.
- Medical Assistant or LVN preferred.
