ED, Community Health, NCAL
This position serves as the strategic leader for Community and Social Health across Kaiser Permanente-s Northern California market. The Executive Director designs and implements the Northern California Community and Social Health Strategy; aligns national strategies to Northern California priorities; oversees charitable contributions and contributes to achieving targets for the market-s over $1.6 billion community benefit portfolio, ensures Kaiser Permanente meets regulatory requirements, and leads market-level and service area Community and Social Health teams.
This position also ensures effective integration with KP-s operational and clinical workflows while delivering effective and measurable community and member health outcomes in the NCAL market. Reporting directly to the NCAL Vice President, External and Community Affairs, this position partners with the national Community Health leadership team and works closely with our Health Care Operations/Care Delivery, Physician Medical Groups, regional and local Community Health teams, and other key stakeholders across the organization to effectively implement and integrate Community and Social Health strategies.
The position involves extensive collaboration with procurement teams, stakeholders, and external partners to ensure Kaiser Permanente resources are deployed effectively, fostering partnerships and aligning funding approaches with KPs mission. The Executive Director monitors potential impacts of health/community health public policies on KP (i.e., non-profit status legislation).
This role oversees the performance and cohesion of NCAL Community Health team members, ensuring their work aligns with the organizations mission and values, while fostering a workplace environment consistent with the values and mission of Kaiser Permanente.
Essential Responsibilities:
- Directs strategic planning and execution of Community and Social Health programs addressing social drivers of health, including housing, food security, mental health, and workforce development
- Designs and implements innovative, scalable Community and Social Health initiatives aligned with KPs mission and equity goals
- Shapes Northern California strategy for grant investments and charitable contributions regionally and locally, ensuring alignment with national Community and Social Health vision
- Partners with Community Health and Social Health leaders across the enterprise and other key KP stakeholders to set and execute strategy, priorities, and common initiatives as an active member of the leadership team
- Ensures system-wide strategic alignment in community benefit administration, reporting, and compliance
- Oversees grant submissions, reviews, and payments to ensure operational efficiency
- Directs planning and prioritization of the Community and Social Health budget aligned to overall vision, strategy, and goals
- Directs planning and market level implementation of the Charity Care programs, inclusive of Medicaid Financial Assistance and Charitable Health Coverage ensuring alignment with regulatory requirements and the organization-s strategic goals.
- Provides oversight for the Community and Social Health financial forecasting tools and processes to ensure budget alignment with organizational priorities.
- Ensures accountability for the Community and Social Health regulatory oversight tools and processes to ensure alignment with 501c3 community benefit state and federal requirements for both health plan and hospital.
- Works closely with Regional VPs, VP HP Care Coordination, Community and Social Health leaders to accelerate execution and achieve outcomesÂ
- Integrates Community and Social Health strategy, goals, and planning into market and system-wide planning, ensuring appropriate shared accountability with all key stakeholders across regions
- Leads regional and service area Community Health team, ensuring compliance, operational execution, talent development, positive culture, and commitment to continuous improvement.
- Provides strategic and budgetary oversight for regional Community Benefit Funded programs, (Mental Health Training Programs, Workforce Pipeline Programs, Graduate Medical Education, Physical Therapy Fellowship Programs)
This position has a target base salary of $252,000 to $315,000 and is eligible for incentive compensation, comprehensive health, wellness, time off, savings, and retirement benefits, as well as relocation support, as applicable.
- Minimum ten (10) years of progressive leadership experience in philanthropic/charitable sectors
- Minimum five (5) years of healthcare experience
- Bachelors degree in Health Administration, Business Administration or similar field required

- Ability to communicate complex subjects to broad audiences
- Experience working in complex organizational settings
- Masters degree in Public Health, Business Administration or Healthcare Administration preferred
