Job Summary:

Provides statewide direction of the Mental Health scholarship program.  Develops strategies aimed at transforming Kaiser Permanente to become the premier leader in the development and growth of mental health profesionals.  Responsible for building graduate degree programs and providing support for residency programs.


Essential Responsibilities:
  • Oversees the development, implementation and evaluation of the strategic plan for Mental Health Programs for the Mental Health Scholars Academy. Translates vision and strategy into deliverable actions. Translates complex issues into comprehensive ideas and actions. Leads strategic planning, governance and ongoing oversight for identified funding priorities and project/program development. Develops the guidelines and processes to select eligible KP employees as scholars as well as programs that link graduates to KPs Mental Health training programs and placement as therapists in Kaiser Permanente.
  • Engages in development, implementation and evaluation of the strategic plan for broader KP Academy priorities. Collaborates with leadership team in developing the KP Scholars Academy vision.  Leads strategic planning, governance and ongoing oversight for identified partnerships, funding priorities, grantmaking and project/program development related to mental Health service delivery. Develops strategic recruitment plans for the healthcare team personnel that includes therapists (Master and Doctoral levels) and psychiatric nurses.
  • Provides overall direction in the supervision and management of Mental Health Programs to ensure effective operations, exemplary project delivery and attainment of team, departmental and Kaiser Permanente goals. Manages and collaborates with KP Scholars Academy Leadership Team to financial performance metrics by identifying and implementing KP strategies to ensure all areas of affordability, quality and care experience/service. Endeavors to ensure all areas of responsibility are fiscally aligned and fully accountable for performance metrics, including development of collaborative corrective actions plans when required.
  • Effectively partners with internal and external stakeholders including defined academic partners, professional and community-based organizations to identify programs and opportunities that promote development of a more diverse better prepared healthcare workforce including partnerships with academic and professional organizations, the community and the Kaiser Permanente regions.  Lead efforts to promote academic-practice partnership to help bridge gaps with education practices as they relate to a common mission, shared values and cultures.
  • Leads change and the transformation of the mental health culture and care models through a variety of approaches.  Develops system wide frameworks to address identified degree programs, stipend support and retention efforts in the KP Mental Health community. Maintains, updates and designs administrative policies and procedures to ensure meeting regulatory requirements.
  • Position requires candidate to sit in Southern CA or Northern CA.
Basic Qualifications:

  • Minimum of five (5) years previous management experience in a large department in a complex healthcare setting.

Education

  • Masters degree in public health or related field required.
License, Certification, Registration
  • Psychologist License (California) OR Licensed Clinical Social Worker (California) OR Licensed Marriage and Family Therapist (California)
Additional Requirements:

  • Demonstrated accomplishments in health care leadership.
  • Comprehensive knowledge of federal state and local regulatory standards required.
  • Knowledge of social services agencies, state regulations and APA standards as they relate to client treatment, patient rights and client/patient confidentiality, and other ethical issues.
  • Excellent interpersonal and communication skills.
  • Demonstrated achievements in management and staff development.
  • Excellent labor relations and human relations skills.
  • Must be able to work in a Labor/Management Partnership environment.
Preferred Qualifications:

  • PhD, PsyD, or EdD in clinical or counseling highly preferred.
