We are seeking a visionary Chief Data Officer to lead the transformation of our rich data assets into meaningful insights that advance health outcomes for our members and communities. In this role, you will be responsible for setting and executing an enterprise-wide data and analytics strategy.

As the Chief Data Officer, this leader will take responsibility for executing on Kaiser Permanente-s data strategy and alignment with AI strategy ensuring alignment across the organization. This responsibility includes aligning with IT teams accountable for AI development, deployment and observability.

In this role, you will serve as a data thought leader - defining the governance, management, and application of clinical data, while championing data-driven capabilities that enable improved care management, population health, and care delivery models.

The ideal candidate brings a unique combination of data, AI, business experience, commercial expertise, data science acumen, and transformational leadership within a complex healthcare environment.


Essential Responsibilities:

  • Data and Analytics
  • Develop and lead an enterprise-wide data and analytics strategy that supports Kaiser Permanente-s mission to deliver high-quality, affordable, and equitable care.
  • Champion a health-centric approach to data, positioning business, operational, and clinical data as a foundational asset to improve outcomes in care delivery, population health, and care management. Enable capabilities that proactively close care gaps, support chronic and high-acuity condition management, and drive clinical effectiveness.
  • Build and sustain a robust, interoperable data ecosystem that delivers measurable business and clinical value by:
  • Designing scalable data architecture and seamless integration across systems
  • Advancing analytics platforms, tools, engineering, and operational infrastructure
  • Integrating fragmented data sources (e.g., EHRs, imaging, lab, claims, SDOH) into a unified environment
  • Strengthening clinical data governance and stewardship
  • Deploying AI/ML capabilities, predictive modeling, and risk stratification
  • Managing enterprise data products and services strategically
  • Promoting interoperability through standards such as HL7, FHIR, OMOP, and TEFCA
  • Ensure governance, security, and compliance by establishing enterprise frameworks that uphold data quality, integrity, and regulatory readiness in accordance with HIPAA, CMS, and other mandates.
  • Lead the ethical use of data and AI, promoting responsible innovation, trustworthy AI practices, and rigorous privacy protections.
  • AI, Generative AI and Advanced Analytics
  • Ensure data strategy aligns with enterprise-wide AI strategy that supports Kaiser Permanente-s mission to deliver high-quality, affordable, and equitable care.
  • Champion AI across the enterprise ensuring responsible AI principles is always adhered too.
  • Ensure data assets align with the design, development, and observability of AI capabilities across the enterprise.
  • Leadership & Organizational Development
  • Change-driven leadership: Be the change agent to drive data-driven clinical and business decision support
  • Collaboration: Proven stakeholder alignment and management skills; influence C-suite level and drive consensus for complex decisions
  • Strategic: Ability to set a bold agenda for data-driven transformation and inspire multi-disciplinary teams to collaborate and deliver excellence
  • Operational Rigor: Proven experience in operationalizing data strategies for measurable outcomes.
  • Build and lead high-performing, multidisciplinary teams across data science, clinical informatics, analytics, engineering, and business functions.
  • Design and sustain organizational structures and delivery models that support timely, on-budget execution of strategic data initiatives.
  • Set annual goals and drive performance through coaching, mentoring, and succession planning, while cultivating future leaders.
  • Foster a culture of data literacy, evidence-based decision-making, and operational excellence across the enterprise.
  • Serve as a trusted advisor to executive leaders, ensuring alignment between data strategy and evolving clinical and business priorities.
  • External Representation & Influence
  • Represent Kaiser Permanente in high-impact external forums, including academic, regulatory, and industry consortiums.
  • Build and nurture strategic partnerships that advance KP-s leadership in data-driven healthcare innovation and transformation.
Basic Qualifications:
Experience

  • Minimum ten (10) years of progressive experience in IT, healthcare, or related fields, with at least 10 years in data and analytics leadership roles.
Education

  • Bachelor-s degree required

Additional Requirements:
  • Proven experience with AI and Generative AI models
  • Proven track record of designing and executing enterprise-wide data strategies that improve clinical outcomes and operational performance.
  • Deep expertise in healthcare analytics, including predictive modeling, risk stratification, AI/ML applications, and advanced data visualization.
  • In-depth knowledge of interoperability frameworks and data standards (e.g., HL7, FHIR), as well as CMS regulations.
  • Proficiency with technologies such as Hadoop/Hive, HBase, NoSQL, Netezza, and statistical tools like SAS, R, or RapidMiner.
  • Strong experience with population health management platforms (e.g., Epic Healthy Planet, Cerner HealtheIntent) and EHR technologies (e.g., Epic, Cerner).
  • Experience working with complex, high-volume, high-dimensional datasets from diverse sources.
  • Extensive experience solving data and analytics challenges using quantitative approaches, with a strong passion for deriving actionable insights from data.
  • Demonstrated ability to analyze and define business problems, build predictive models, and translate findings into strategic insights and solutions.
  • Demonstrated success in leading large, cross-functional teams in dynamic and complex environments.
  • Excellent communication, facilitation, and negotiation skills; ability to convey complex quantitative analysis clearly and persuasively to both technical and non-technical audiences.
  • Proven ability to collaborate across teams and with external vendors to evaluate and integrate third-party solutions.
Preferred Qualifications:

  • Degree in Health Informatics, Data Science, Population Health, Public Health, or related fields (e.g., MPH, MBA, MS in Health Analytics or Biomedical Informatics) is strongly desirable.
  • Master-s degree preferred in Data Science, Mathematics, Statistics, Computer Science, Engineering, Health Informatics, or a related field.
