VP, California Community & Social Health
Reporting to the VP, CSH Service Innovation & Impact, the Vice President, California Community & Social Health is the senior leader accountable for KPs community and social health operations across its two largest markets: Northern California and Southern California. This role oversees two Executive Directors (NCAL and SCAL) and is responsible for building a unified California community and social health operating model from what were historically separate regional structures.
The VP drives strategic alignment across California while preserving the market-level relationships, community trust, and regulatory responsiveness that are critical to KPs community health impact and non-profit standing. The role ensures that community benefit strategy, charitable contributions, charity care operations, social health integration, community partnerships, and regulatory compliance are coordinated across markets and aligned with enterprise priorities.
This role is responsible for the largest concentration of community and social health operations in the KP system and serves as the primary interface between the Californiamarkets and the enterprise community and social health organization. The VP partners closely with NCAL and SCAL Regional Presidents, Regional leadership, Community Affairs, care delivery and health plan operations leaders, Permanente Medical Groups, and Government Relations to ensure community health is integrated into market-level strategy and operations.
- California Operating Model: Build and lead the integrated California community and social health operating model, unifying previously separate NCAL and SCAL functions while maintaining market-appropriate flexibility and local accountability.
- Market and National Leadership: Lead and develop two Executive Directors (NCAL and SCAL); ensure consistent execution of enterprise strategy across California while enabling each market to address local priorities.
- As part of the National Community and Social Health team, leverage best practices from California markets to enable scalable solutions across the entire KP enterprise.
- Community Benefit Portfolio: Oversee the combined California community benefit portfolio ($3B+) including charitable contributions strategy, grant investments, and compliance reporting across multiple hospital and health plan entities.
- Regulatory Compliance: Ensure compliance with community benefit regulatory requirements across California, including state-specific 501(c)(3) reporting for health plan and hospital entities; monitor policy developments affecting KPs community health obligations.
- Regional President Partnership: Serve as the trusted community health partner to NCAL and SCAL Regional Presidents; ensure durable, productive relationships that integrate community health into regional strategy.
- Social Health Integration: Drive integration of social health operations with care delivery and health plan operations priorities across California markets.
- Community Affairs Partnership: Partner closely with Community Affairs leadership to help shape KP priorities for local, state, and federal policy, regulation, and engagement with key agencies and elected officials.
- Community Based Partnerships & Engagement: Oversee the California community based partnership portfolio; ensure KP maintains trusted relationships with community-based organizations and public agencies across all service areas.
- Charity Care Operations: Ensure consistent, compliant execution of charity care programs across California including Medicaid Financial Assistance and Charitable Health Coverage.
- Performance & Accountability: Establish unified KPIs across California; monitor market performance and drive continuous improvement.
- Enterprise Contribution: Contribute to enterprise strategy as a member of the CSH Service Innovation & Impact leadership team; share California insights to inform national priorities.
- Minimum fifteen (15) years of progressive leadership in health care delivery, health plan operations, population health, or community health.
- Minimum five (5) years leading multi-market or multi-site operations with ED-level direct reports.
- Masters degree in public health, health administration, business administration, or related field required.
