Job Summary:

The SVP, Chief Pharmacy Officer is the senior-most Kaiser Foundation Health Plan and Hospital executive providing oversight, direction and decision-making for Pharmacy programs and services across the entire program and ensuring that Pharmacy achieves performance excellence in terms of access, quality, safety, service, affordability and effective use of technology. This position is responsible for developing, executing, and updating a Enterprise Pharmacy strategy that addresses all lines of service and may introduce new lines of service to the organization. The strategy will ensure Pharmacy addresses external threats and opportunities and may introduce new external strategic partnerships, including acquisitions, when appropriate. To ensure Pharmacy is contributing to the enterprises success, this position must establish strong collaborative relationships with key leaders, such as national executives, Regional Presidents, Senior Vice Presidents, and Permanente Medical Group Executives. The SVP, Chief Pharmacy Officer, is also responsible for establishing strong collaborative relationships with external pharmacy leaders in various healthcare systems and organizations. This position is expected to understand and assess the external healthcare and pharmacy environment and develop short-term and long-term plans to ensure that KPs National Pharmacy Program is well-positioned within the current and future landscape. The SVP, Chief Pharmacy Officer, is expected to ensure that the Enterprise Pharmacy Program is represented in national forums where critical discussions are held related to pharmacy regulation, practice and, policy. This position provides executive leadership and oversight for the design, implementation, and ongoing administration of prescription drug benefits including, Medicare Part D. The SVP, Chief Pharmacy Officer, is expected to leverage Kaiser Permanentes integrated healthcare delivery model to engage with Physicians and other healthcare leaders and further integrate pharmacy services into care delivery and chronic disease management for system-wide improvements in patient care outcomes. This position engages senior leaders and key stakeholders to ensure the optimal utilization of technology and resources to support the implementation of enterprise-wide pharmacy systems and processes, including large scale operational projects. This position consistently supports compliance and the Principles of Responsibility (Kaiser Permanentes Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licensing requirements (if applicable), and Kaiser Permanentes policies and procedures.


Essential Responsibilities:

  • Leads and directs the development and execution of strategies for delivering pharmacy services across the program to achieve high quality, affordable health care that improves our members- lives.
  • Leads and directs an enterprise team of national and regionally based pharmacy executives to achieve consistently high levels of performance.
  • Responsible for assessing external pharmacy industry trends and developments that represent risk and opportunities for the organization. Develops short- and long-term plans to respond to potential risks and to capitalize on opportunities. Expected to establish a participative presence on behalf of the organization in national pharmacy industry forums.
  • Promotes a high level of collaboration between pharmacy leadership and physician leadership to leverage pharmaceutical and medical expertise to improve health, promote quality care, assuring appropriate use of medications, and prudent use of resources.
  • Leads and creates the necessary degree of collaboration and coordination in order to develop effective drug use management programs across the enterprise. Provides executive leadership and oversight to ensure the necessary system support is provided for success in the execution of drug use management initiatives.
  • Provides executive leadership and oversight to national pharmaceutical contracting.
  • Responsible for prescription drug benefit design, implementation, and administration, including Medicare Part D. Ensures plans are compliant with requirements and are supported by critical systems, technology and resources.
  • Provides executive leadership and oversight for the planning, implementation, and maintenance of national pharmacy technologies and information systems; and consumer digital strategy as it relates to pharmacy services.
  • Ensures Drug Information Services perform in a manner that leads to promoting evidence-based formulary decisions, outcomes are well-researched, and critical drug information is maintained in key systems (ePIMS, KP Health Connect) for use across the program.
  • Provides executive leadership and oversight for the optimization of Pharmacy Contact Center(s), prescription mail services, and Specialty Pharmacy Services.
  • Provides executive leadership and oversight to assure a consistent approach to the pricing of outpatient prescriptions, and inpatient drugs, on a national level, consistent with Fee Schedule Oversight Team (FSOT) approval.
  • Assists in the development of forecasts for drug cost and utilization in future periods are based on the best available information related to drugs in development, patent expirations, and other relevant marketplace factors.
  • Provides executive leadership and oversight to assure processes, tools, and systems are used to assure the quality of pharmaceutical care and services across all pharmacy practice settings.
  • Collaborates with the designated Financial Officers in the development and allocation of Operating Plans, with monitoring of performance to achieve financial goals.
  • Provides executive leadership and direction to assure a systematic approach to enterprise pharmacy talent management and succession planning.
  • Collaborates with Governmental Affairs representatives to influence public policy related to pharmacy services, pharmaceuticals, drug benefits, drug costs, and market competition.
  • Provides executive leadership and direction to assure compliance with laws, regulations, Kaiser Permanente Principles of Responsibility, and Kaiser Permanente policies.

  • Minimum seven (7) years of of senior leadership-level experience and documented record of success in management of a multi-disciplinary pharmacy operations, required.


Education


  • Degree in Pharmacy.


License, Certification, Registration


  • Pharmacist License (California) within 12 months of hire
