Coordinates and manages day-to-day operations, enhancing performance and regulatory compliance in Health Records, including archiving of records, indexing, identification services, release of information, and medical transcription. Accountable for creating a culture of compliance, ethics and integrity. Maintains knowledge of and assures departmental compliance with Kaiser Permanentes Principles of Responsibility and policies and procedures, and applicable regulatory requirements and accreditation standards. Responds appropriately, including required reporting, to observed fraud or abuse.
Essential Responsibilities:
- Manages the design and implementation of HIS Department cost, service and quality. Manages operational functions of medical record file room, indexing, release of information, identification services and medical transcription through first-line managers and/or supervisors. Administers annual budget for department. Develops and maintains quality standards and continuous improvement. Ensures standards/requirements are met for NCQA, HIPAA and compliance. Serves as liaison to regional departments, physician groups, and management. Assists in staff recruitment, retention and development; develops clinical or departmental orientation programs for new staff. Performs on-going project management and coordination with IT and HealthConnect. Develops policies and procedures, which support operational systems and customer requirements.
- Maintains current information and knowledge of all applicable Kaiser policies, local, state and federal laws and regulations, and accreditation standards. Ensures that the training activities incorporate all applicable KP policies, local, state and federal laws and regulations, and accreditation standards.
- Supervises assigned staff to include interviewing, selecting, training, motivating, evaluating, counseling, disciplining and terminating in compliance with EEO/AA goals and personnel policies of the organization.
- Minimum five (5) years of experience in health information management and/or revenue cycle.
- Minimum three (3) years of supervisory/management experience in a large department or organization.
- Bachelors degree in business, health care or related field OR four (4) years of experience in a directly related field.
- High School Diploma or General Education Development (GED) required.
- Registered Health Information Administrator within 24 months of hire from American Health Information Management Association OR Registered Health Information Technician within 24 months of hire from American Health Information Management Association
- Strong written, verbal and interpersonal communication skills required.
- Broad knowledge and understanding of an integrated health care delivery system.
- Knowledge of laws and regulations pertaining to medical information access, release and confidentiality.
- Minimum five (5) years of experience in health information management in ambulatory, multi-specialty setting preferred.
- Experience managing in a labor environment preferred.
- Masters degree preferred.
