Job Summary:

Provides a region-wide, strategic focus, which influences all aspects of patient care services through engagement with medical center CNEs and their patient care services leadership teams, partnership with regional TMPG leaders, collaboration with regional continuum leaders, and complex coordination across a broad array of both internal and external stakeholders. Collaborates in the development and execution of the organization strategic plans. Supports the medical centers in the delivery of high-quality health care while leading affordability, quality, and service in care delivery outcomes. Aligns with federal, state and local regulations, as well as aligns to the mission, vision, and philosophy of patient care services across the organization.

Essential Responsibilities:


  • Responsible for Patient Care Services (PCS) Practice Excellence and Care Delivery Innovation. Supports the care delivery strategy for PCS for one or more of the PCS service lines (adult services, maternal child health, perioperative services, clinical education, and clinical informatics)

  • Responsible for the growth and development of these clinical services by coaching, leading, and supporting one of the associated monthly peer groups at the regional level.

  • Utilizes research and evidence-informed practices to implement and expedite progressive clinical changes and to continually improve the delivery of patient care and member services.

  • Accountable for regional performance metrics by identifying and implementing regional strategies to ensure all areas of affordability, quality and care experience/service.

  • Responsible for PCS Performance Excellence. Executes strategies to provide consistent operational and affordability practices across KP Northern California, in collaboration with local/regional finance, CNEs and Area Managers, including TPMG and continuum leadership.

  • Leads the development and implementation of strategies that support the recruitment, retention and engagement of a right-sized workforce that meets current and future operational needs.

  • Engages in the development and monitoring of consistent labor contract implementation in collaboration with Labor Relations and the CNEs

  • Drives PCS performance by identifying and implementing regional strategies that enable the medical centers to reach affordability, quality, and service goals.

  • Responsible for PCS Professional Excellence. Provides strategic leadership to all medical centers that incorporate the current ANCC Magnet standards and enable Northern Californias journey towards Magnet designation at all medical centers in the region.

  • Advocates for, and assists in, the continued advancement of nursing professionalism ensuring a higher level of preparation and competence.

  • Maintains resources and leads programs that support the use of clinical nursing research in the development of policies and procedures, standards of patient care and clinical decision making.

  • Deploys initiatives aimed to improve clinical care delivery, quality, safety, service, and affordability in collaboration with the regional patient care services leadership team, continuum leadership, TPMG leadership and the local patient care services leadership teams

  • Collaborates as part of the Regional Patient Care Services leadership team on design and implementation of the NCAL nursing strategy and the NCAL PCS operational strategy

  • Supports the achievement of key organizational objectives, leads multiple large-scale, regional improvement efforts such as the implementation and ongoing support of the care delivery model, professional practice model, shared governance, and exceptional patient care delivery.  

  • Provides leadership and expert consultation on the design, development and implementation of programs related to all clinical practice areas.

  • Ensures policies, practices, and procedures comply with administrative, legal and regulatory requirements of the health plan contract and governmental and accrediting agencies.

  • Maintains and updates administrative policies and procedures related to PCS.

  • Maintains a state of continuous regulatory readiness and support all work stoppage and disaster management activities.

  • Ensures all areas of responsibility are fiscally aligned and fully accountable for performance metrics, including development of collaborative corrective actions plans when required.

  • Represents Regional PCS leadership team on committees, work groups, and initiatives ensuring decisions made are in alignment with the strategic goals and operating plan set by the vice president of patient care services.

Basic Qualifications:
Experience


  • Minimum six (6) years of nursing experience in diverse acute care environments.

  • Mnimum six (6) years of progressive leadership experience.

Education

  • Masters degree in nursing, health care, public administration, or business administration required.
License, Certification, Registration
  • Nurse Executive Board Certificate OR Certified in Executive Nursing Practice OR Inpatient Obstetric Nursing Certification from American Nurses Credentialing Center OR Certified Nurse Manager and Leader Certification OR Critical Care Registered Nurse Certificate OR Nurse Operating Room Certificate from American Nurses Credentialing Center OR Nurse Executive Advanced Certificate
  • Registered Nurse License (California)
Additional Requirements:

  • Proven ability to develop and maintain effective working partnerships with health care leaders across the continuum including physician and business operations partners.
  • Proven track record of successfully organizing, directing, evaluating and coordinating patient care services in complex health care systems.
  • Experience in identifying, planning and meeting organizational goals and objectives.
  • Demonstrated ability to lead and manage through influence and change.
  • Experience with complex operations, financial accountability, and data analysis.
  • Experience in large scale change management and performance improvement.
  • Proven communicator; demonstrated written, verbal, facilitator, and presentation skills.
  • Experience working with and operating within federal and state laws and regulations such as: Knox-Keene Act, Federal HMO Act, Nurse Practice Act, The Joint Commission, and all applicable Medicare and Medical regulations.Must be able to work in a
  • Labor/Management Partnership environment.
Preferred Qualifications:

  • Director level experience in acute, outpatient, or academic settings.
  • Leadership experience in progressively more challenging roles in acute, outpatient, and/or academic environments
  • Doctoral degree in nursing, health care, public administration, business administration, or a closely related field preferred.
